I'd also recommend having a look at the Hero System if you want crunchy rules to define powers in a more customised and balanced way - and rather than using the Hero System to run the game, look at the active points cost (jargon for that system) and translate that into Minor/Major/Special
It is the best system I've come across to simulate custom superheroes and balance them - but it is also one of the most rules heavy number crunching ones.

The Gamemaster's Guide is part of the box set, same as the Player Guide.
If you look at the description for the badly titled "Dr. Who: The 11th Doctor Campaign Book 1" you can see it's just the Adventure book that you also get standard in the box set. I don't know why they're saying release date 2014 - you've been able to buy the 11th Doctor box set for over a year now.

I'm thinking of all the huge warships they had - man-o-war and front line ships. Some of them had over a thousand crew. You could have an entire adventure on a sailing ship.

Another multi-Doctor story. Possibly in a small English village where not much happens, but they all think there is a massive alien invasion/conspiracy/etc ie - comedy, farce and lots of dialogue

I'd recommend FATE rather than Vortex for Supers to encourage roleplaying. It already includes stats of very high levels - and powers can often be emulated with stunts (I'm sure that there are resources online for superhero FATE games as well - will look up shortly) The key similarity to DWAITAS/Vortex is the use of Fate points - similar but of less impact than Story points to plots. What I find useful in FATE for the promotion of roleplaying is the use of aspects. You not only need to think creatively to make them up in the first place - but on each occasion you wish to use them you need to be creative - "So, how can I use my 'hunted by Nazis' aspect to help me fly this zepellin..." The Master and the 3rd Doctor typically nicked bits from each other's TARDISes to have an excuse to be around each other Another similar idea is a unique Maguffin that both groups need that can only be found in one place at one time.

There's always a disconnect issue when doing things away from Earth.
Mind you it also makes it easier to sacrifice local populations in martyrdom to overthrow tyrants and regimes. I haven't looked at the stats, but I highly suspect more non-humans are killed in the TV series than humans (especially modern ones).

Sounds good - Cybermen would work well as Immortals at Thermopylae. It also ties in well with how the Doctor works - there were 300 Spartans + thousands of non-Spartans working with them. The Doctor would be helping the Spartans (not their allies) - hence why they are better, and remembered. Would you have Xerxes be a CyberLeader?

Thanks for that - I recently bought Herolab after seeing some posts on DWAITAS in the forum (and because I had Realm Works). I've not installed it yet - but am thinking of getting the construction thing for it because it looks to be all XML based. I made the dynamic character sheet for Obsidian Portal, so thought I could try my hand at it

I'd also point out that damage to attributes depends on the type of attack - physical attacks will damage your physical attributes.

That reminds me - I do like to make notes about player character backgrounds, so I can have plot hooks for the PCs. I based an entire fantasy campaign on mostly character backgrounds once. Just poking their backgrounds and seeing what happened.

Anyhow - great adventure - nice to see Jenny again I'd like some suggestions on how to do the pre-game bit with the couple if you have more than 2 PCs, however. Some kinds of vote on who gets to play them with the rest of the folk having something else to do?

With the Night of the Doctor putting the Eighth Doctor's Big Finish run into "canon" there may be grounds for Big Finish to negotiate a deal for the 8.5 Doctor. That being said - they'd also have to somehow find some time when John isn't busy to record the audios
