Considering he’s more lonely than purely antagonistic he’d make for a good case file for PROBE or even a member of The Misfit Mob who can hold down their food. Personally, I wonder where he comes from.

Maybe SCP 6059 was the result of a cult or a group of aliens who tried to create or even recreate their God? And it went horribly wrong.
Or at least left them disappointed. He’s not exactly Sutekh after all!

Not quite sure how you would use Phillip and his constant companion within a campaign. Maybe he could serve as a regular NPC role, purely in the background for a UNIT game. With his story providing physical evidence as to the dangers of being exposed to alien technology.

When you remove the Laugh is Fun connection, I rather like the idea that this is one entity which was fragmented and managed to gather the pieces of itself together. Then upon completion, took its revenge come the later file. Would definitely suit a more darker UNIT game (mind you, so would most SCP Foundation files) but you could have two sessions. With one setting up the other.
