So I had this idea that the Doctor (#13, played by Matthew Lewis) is lost somewhere without the TARDIS and it's up to the players to find him. But I'm a little stuck on few details that I could use some help with.
1) How do they pilot the TARDIS?
2) The Doctor is on the move, but how/why?
3) How does he contact them or leave them messages?
I swear I had more thoughts/questions, but these are all I can think of right now, so lets start here.

You can call it "Doctor Where"... As a French, I called a campaign "Docteur Où ?" (Où = Where, and it has almost the same pronunciation as "Who"), as my players wre looking for the Doctor.

1. The Tardis is SEMI- SENTIENT, so it can help the PCs with piloting.
2. Vortex Manipulator or SIDRAT. Being hunted by The Family of Blood, or another enemy. Perhaps The Doctor is on the run from an earlier incarnation of The Master and has ditched the TARDIS to avoid its capture. Or perhaps The Doctor is fighting off something that is trying to take over his mind/body and does not want the TARDIS falling into the hands of whatever is trying to take him over.
Or perhaps, since he is on his last generation, he is on a quest to gain more regenerations, but in a less ruthless way than The Master did.
3. There are numerous examples of The Doctor or River Song leaving messages for each other across time and space. Remember that the TARDIS enables travelers to speak, understand and read all languages, so leaving messages in a "dead language" is a good way to target the message to the players. Finding the messages might be part of the adventure.

Ok, so here's my thinking:
Each of the PCs get a message telling them to meet at a certain time & place, where the TARDIS awaits to gather them up. The Doctor is on the run from a regenerated Master who wants the TARDIS. The Doctor is leaving behind encrypted messages that include his next date/coordinates that when given to the TARDIS, is set on a sort of auto-pilot to follow. Now, being the Doctor, he's of course stumbled across some kind of situation he needs the Companions to sort out.
Any suggestions on who to cast for my regenerated Master? I'm trying to think who to put opposite Matthew Lewis, who I've placed as my 13th Doctor. (You'd know him as Neville Longbottom from the Harry Potter movies.)

Tom Felton is perhaps too obvious, but certainly works.
(His screen father Jason Isaacs would also work, I've pencilled him in as a possible Master if I ever have him show up in one of my games. Without the bleached hair.)
Of course, the Master is much better at regenerating consistently than the Doctor - as are all Time Lords who don't have to star in the series - so he could still be John Simm. Just John Simm with different hair this time.
Or he could be Derek Jacobi again - a wise old Master against an impetuous young Doctor.

Roger Delgado. Classic vs. New. And no version of The Master was ever as suave as Roger Delgado.

I'd rather cast him as an older/earlier Doctor (or other Time Lord). I have a hard time taking him seriously as a villain. He's one of my absolute favorite actors though.
I'm pretty content with Rufus Sewell, unless someone finds a younger actor who'd do the part justice.
