Sima, the unaging, vampiric rat.
OK, the title is (I admit) rather clickbait-y.....
Sima is a indeed a rat (of the Sprague-Dawley variety to be exact) and is unusually long lived (she'll be four at the end of this month, a record), though (probably) not actually unaging. Nor is she exactly a vampire.
However she is the participant in a scientific experiment to prolong life by means of plasma infusions, a technique that actually seems to be working in this case.
She is the last of a small group of rodents that have received infusions of blood plasma, taken from young animals, to see if the treatment prolonged their lives.
While this technique doesn't seem to work on humans, there are ongoing experiments and development of techniques that might rejuvenate human bodies.
So here's a dystopian idea for a Who scenario, as if being harvested fro the Rani's brain chemicals, or converted to Cybemen, people might be harvested for their blood.

I could also see a few desperate survivors utilising basic time travel technology abducting humans from the Far Flung future in order to harvest their own plasma and DNA in an attempt to replicate their advanced healing within the people of their own time.
Might even be a case of a Bootstrap Paradox where the experiments run on these kidnapped Homo Superior end up resulting in the creation of these enhanced humans in the first place.
Of course, a particularly ethical and moral set of PCs may have some objections to this brutal practice.

Of course you can also include The Rani herself in this scenario. Especially if she's NOT the main bad guy/girl, but instead a prisoner forced to work for the REAL bad guys (which the PCs won't know from the start).
