The Rogues Gallery is a time travel capable spacecraft with something unique about it. The ship itself is sleek, blocky and white aligned with golden texts displaying its name on the side. It looks very luxurious for what it actually is. Despite its luxurious design, it is heavily armed with powerful hidden weapons to defend the ship from people stealing its special transportation. The Rogues Gallery is actually a prison transport ship with a unique twist, its designed as an art gallery.
The interior of the ship matches that of a 21st century art gallery, with 'paintings' on blank red walls that are aligned with mahogany panels at the bottom. Next to the paintings are digital plaques that display the 'paintings' history and further information about them. The 'paintings' though are the prisoners, sealed inside of the paintings thanks to dimensional transcendental engineering. The paintings act as prison cells to keep the prisoner inside. There are also statues here and there of other prisoners, actually they are the prisoners who have been petrified by a Gorgon to stone and are placed around the gallery as well. There are many gallery halls, mainly themed around the types of crimes that have been committed by the prisoners. The more dangerous prisoners though are kept behind heavy security in case of breakout, or someone tries to steal the 'painting".
The Gallery is heavily guarded. Hidden turrets mounted within the pillars and columns activate in case of a breach or even breakout. Laser cages protect over the more dangerous criminals or notorious escapees and alarms are activated when an escape is made. Judoon have been employed here and many are stationed on guard throughout the gallery, with regular patrols and equipped with standard Judoon weaponry. Advanced CCTV cameras monitor the Gallery all the time, monitored from the monitoring station within the security wing of the ship.
The Rogue's Gallery is owned by 2 powerful folks, Time Lords by the name of The Judge and The Collector. The Judge is a man of law, someone who at first went throughout time and space sentencing other time traveller criminals, however he had nowhere to imprison them properly. He found The Collector, who was fascinated with collecting stuff and struck up a deal, The Collector can collect time's greatest criminals whilst The Judge would sentence them to their fate. They both aided in the construction of The Rogues Gallery and soon activated it, going out to capture criminals.

He was employed to oversee all security because he worked for a special division of the Shadow Proclamation dealing with time based security. A Gorgon has been hired to offer a special protection, specifically petrifying some criminals that can cause powerful danger across time.
The Rogues Gallery allows anyone to come to visit and admire the unique prisoner paintings and wander around. Heavy security checks are conducted by the Judoon when entering, making sure not to sneak anything in. Visitors can take guided tours, conducted by robots, with different tours relating to the different crimes and halls present there and take most forms of currency. A small android run gift shop is present near the entrance that sells merchandise from shirts to mugs to keychains etc displaying certain prisoners in some cases.
