An adventure for a group such as the Misfit Mob or the modern day incarnation of PROBE.
After a particularly dull few days, your group of PCs are shocked to discover that one of their old and recently deceased enemies has suddenly sprung back to life while lying in the morgue.
But it’s not just that. As they will quickly discover all across the world in all walks of life, the deceased are rising from the dead. Not as members of the undead per se but exactly how they were in life.
There is seemingly no pattern to these miracles and your PCs and the wider world are stumped as to who is responsible.
Personally, I rather like the idea that some entity or alien race is trying to resurrect one particular person but is having trouble either finding them or identifying them.

This is an interesting idea for sure. Perhaps it is someone messing with some Time Lord technology somehow acquired, causing people's deaths to literally be reverse, so it would seem like resurrection but it's actually their death being reverse, causing them to be alive again. Then there is the ethics of whether or not you should reverse this process to make them die again like how they should be, or even try and maintain the Time Lord technology to allow for them to continue living.

This is an interesting idea for sure. Perhaps it is someone messing with some Time Lord technology somehow acquired, causing people's deaths to literally be reverse, so it would seem like resurrection but it's actually their death being reverse, causing them to be alive again. Then there is the ethics of whether or not you should reverse this process to make them die again like how they should be, or even try and maintain the Time Lord technology to allow for them to continue living. Interesting idea. Maybe the Time Lord technology is sending out a pulse across the world which is causing these random resurrections? Whoever is messing with said technology has yet to find a means to isolate it to one specific cadaver.

Even once the PCs shut it down, there lies the question of what is to be done with the technology? I could see UNIT trying to requisition it and filing it in their deepest and darkest Black Archive.

Hell even during the Brigadier times UNIT may still keep it for themselves, hiding it from the 3rd Doctor.
