Been watching the Netflix adaption of the ‘A Series of Unfortunate Events’ novels by Lemony Snicket and it occurs to me that you could probably reimagine it for a series of adventures in the Doctor Who universe.
The novels’ basic premise is set in a strange world seemingly out of time and follows the plight of the Baudelaire siblings who after their parents are killed in a house fire find themselves moved from guardian to guardian all the while pursued by the fiendish and diabolical Count Olaf.
With its’ eccentric characters and anachronistic setting, there’s plenty of material I think to work with.
Your PCs could play as analogues of the Baudelaires who after each adventure find themselves moved through Time and Space to a new guardian all the while being pursued by an ersatz version of Count Olaf. With his penchant for disguises, the Ainley incarnation of the Master would be a good fit.
And instead of a vast fortune, perhaps the Baudelaires possess something else the Master seeks. A segment of the Key to Time maybe?

Of course, there are plenty of canon characters within the Whoniverse that could serve as the Baudelaires’s’ temporary guardians such as River Song or Iris Wildthyme (with Panda serving as an acerbic Uncle?)
Not to mention, you could quite easily have them pop up in a campaign if your Time Lord PC is chosen to serve as their guardian.

Of course, there are plenty of canon characters within the Whoniverse that could serve as the Baudelaires’s’ temporary guardians such as River Song or Iris Wildthyme (with Panda serving as an acerbic Uncle?) Not to mention, you could quite easily have them pop up in a campaign if your Time Lord PC is chosen to serve as their guardian. Your thread about the Amicus Dalek Films (and there's a thread over at alternatehistory.com about the series being continued) pops to mind; what if the Baudelaires were a branch of Dr. Who's family and are bounced between him, 'Aunty Iris' and some of the other characters?

....That, is an excellent idea and warrants further investigation. Definitely feel like that has potential and would help flesh out the alternate universe of the Amicus Earth. I really need to get back to working on it one of those days.
