Doppelgängers. The word originates from Germany and literally means “double walker” or a ghost or shadow.
Here’s a scenario seed for any group of aspiring investigators:
While embroiled in another case or alternatively, while partaking in some archiving of their case files your group of PCs discover a startling revelation. There are a extraordinary amount of doppelgängers in the world. For instance, DI Joseph Chandler of the Whitechapel branch of the London Metropolitan Police looks exactly like hitman and known associate of the Triads Samuel Blake while deceased politician John Frobisher is the spitting image of the Twelfth incarnation of the Doctor.
And that’s just the tip of the iceberg.
Is this just some quirk of the universe or a hint of something much, much sinister?
Obviously, the reason for this is because Who is fond of doubling up on actors. After all, how many times did Michael Sheard appear in the Classic series over the years? But I still think there is storytelling potential there. Perhaps even enough to fill a whole story arc?

I like this, though my favourite is why the Master and the Grand Serpent are investigating murders in Brighton and meeting two Rory Williams....
ETA: If I was going to address the matter, I'd probably devise something involving Morphic Field Resonance.

Indeed, DS Grace has got enough problems without having to worry about being mistaken for a certain murderous Time Lord! There’s definitely an idea in there somewhere. I know that in certain EU material they state that the Time Lords utilised the Morphic Field Resonance to make the dominant races in the universe possess a certain humanoid shape. But what if someone was still trying to tamper with it? Thus explaining why certain physical ‘templates’ continue to recur throughout the history of the universe. But why? And for what end?

This is probably an easy sort of way to do this, but Zygons would make good Doppelgängers and possibly even the origin of the myth as well. True, but the Whoniverse has seen many duplicates of people. Alternate universes, clones, androids, Dalek duplicates, other shapeshifters, and more.

Actually reminds me of an idea I once had on how to incorporate a forgotten comic character into the Whoniverse. While working as a private investigator and before he met the Doctor, Frobisher (pre penguin) was sent to Earth in the ‘50s to investigate... someone. The exact details of which are unclear. While there, he would eventually become romantically entangled with a local woman and engage in a night of passion. After this and with the case solved, Frobisher would go off world. Unbeknownst to him, however, this brief liaison would result in the birth of a child. A boy who would eventually be nicknamed “Faceache” for reasons that would become clear. Being both half Whifferdill and half human, he possesses albeit limited shape changing abilities. Of course, Frobisher and Faceache are unaware of the others existence. britishcomics.fandom.com/wiki/FaceacheIdea needs work admittedly but I think there’s promise. Could even see Frobisher getting pally with a few shapechangers already stationed on Earth.

I imagine that U.N.I.T. keeps a close eye on the small town of Broadchurch (sorry for the crossover) with the existence of TWO duplicates of different regenerations of the Doctor. Not to mention others.

I imagine that U.N.I.T. keeps a close eye on the small town of Broadchurch (sorry for the crossover) with the existence of TWO duplicates of different regenerations of the Doctor. Since every British actor seems to be in both Doctor Who & Midsomer Murders, I wonder if Midsomer County could be an "interesting" place in Doctor Who. With all the bizarre things happening there, there must be SOMETHING strange going on there.
