Partially inspired by the notion presented by the series and Big Finish of there being a greater alien community in both Manchester and London. And further contemplation as to what the darker side of said community would be like.
Earth, Modern Day. Your PCs play minor human characters who (whether it be through previous criminal behaviour or unfortunate circumstances) find themselves involved with the goings on of secret extra terrestrial underworld and the gangs and factions which govern it.
This would make for a different type of campaign. A darker more intense one with your PCs ultimate goal being to rise through the ranks or merely to avoid becoming another crime statistic.
With of course there being the potential to cross paths with recognisable Who fixtures such as UNIT, Torchwood and possibly even the Doctor himself!

If such a campaign proved to be a success, you could even set the PCs of this campaign as villains or merely background players of another future campaign. If anything, as well as making for a different style of game in the Whoniverse it could flesh out further and show the origins of how this criminal underworld came to be.

Hmm, might be interesting to come up with various extraterrestrial gangs that may populate the British Isles (and other countries as well). Slitheen seem logical though, whatever scheme they are doing may happen upon Earth as well or their scheme centralises upon Earth and have hired alien or even human thugs to protect them. Perhaps include Krill, something I mentioned as a scenario for our good pal Catsmate in the weevil who came to tea thread and say that Krill is a drug not local to one area but various gangs across the UK are selling Krill maybe even run by the Krillitaine in some areas. Ogrons as mercenaries the players can hire to protect them on their criminal activities. Perhaps include Zygons who integrated to Earth but still continue their criminal ways shapeshifting into various alive (or even dead) folks as part of their scheme. A gang of partially converted cybermen using their upgrades to comit various different crimes using their new enhanced abilities.

2. Psychics. Information is power, for blackmail, insider trading, betting and much more. Or just to pass on to the authorities to assist in the prosecution of an enemy. Mind control would also be valuable.
3. Technical support. Dealing with alarms, surveillance, secunity and similar matters. A few advanced off-word toys would be very useful.
4. Smuggling. While Global Deliveries Incorporated wouldn't stoop to such things a less scrupulous owner of a small spacecraft might find moving light cargoes from place to place on Earth very lucrative.
5. Hunting. A step up from organising Weevil fights, why not hunt them for 'sport'. Or perhaps some aliens want to hunt humans?

I mainly called in reference to something within that other post, however still good ideas though. I think I'd also include cybercrime upon the list, using alien gadgets or the knowledge by aliens to hack into various systems to steal data or money or even to create alien computer viruses and unleash them upon systems etc, does sort of relate to technical support here but felt it was necessary to include it separately.

When it comes to hunting humans, I could see a few human criminals abducting a few members of the homeless to serve as hunting fodder for wealthy aliens. You could even tie it in with the mysterious Night Dragon Haulage Company from the Sarah Jane Adventures for a darker twist.

When it comes to hunting humans, I could see a few human criminals abducting a few members of the homeless to serve as hunting fodder for wealthy aliens. Kinda reminds me of the movie The Purge: Anarchy, were the rich kidnap poorer folks on purge night even using gangs to aid them and send them to an arena where they are betted on and then placed into the arena to be hunted down for sport, with the rich folks up top watching over it. Perhaps there is some sort of arena and human gangs have been kidnapping other humans such as homeless or anyone out at dark and transferring over to the arena and wealthy aliens (or even darker, humans) watch as other aliens slaughter these unfortunate humans within the arena for entertainment. I could see this going both ways either with a UNIT focused campaign with good guys having to fight in the arena or breaking into the arena (which spoilers is what happened in The Purge: Anarchy where an anti-purge group stormed into the arena and gunned down the combatants) or your players are the ones kidnapping folks to send to the arena in a much more criminal centred campaign.

I could actually see the Shadow Proclamation making an appearance on Earth should they discover that alien drugs/narcotics have been flooding Earth’s market.
Said narcotics which probably aren’t suited for human biology and may have a mutagenic effect on whoever consumes them or becomes dependent on them.

I could actually see the Shadow Proclamation making an appearance on Earth should they discover that alien drugs/narcotics have been flooding Earth’s market. Said narcotics which probably aren’t suited for human biology and may have a mutagenic effect on whoever consumes them or becomes dependent on them. Or trying to prevent the trade in some harmless Terrestrial herb that has off effects on an alien species. Like the way ginger effected the Lizards in Turtledove's Worldwar series. Judoon raiding corner shops in search of ginger nuts....

A group of aliens begin a trade deal with humanity based on the fact that peanut butter when consumed acts as an aphrodisiac for their species. It seems to be a bit of a trope, and even has a TVTropes page: Alien Catnip. In fact that page has a vast number of possibilities for a scenario/campaign on Earth.
