A quick historical idea.
Unified Byzantine and Carolingian Empires.
The PCs arrive in Constantinople in 787CE and get embroiled in politics, where someone is meddling.
Here's the premise. In 781 Irene of Athens, Regent of the Byzantine Empire, was negotiating a dynastic marriage between her son Constantine (heir to the throne of the Byzantine Empire) and Rotrude, one of the daughters of Charlemagne (by his third wife Hildegard). Not historically Irene broke off the engagement in 787 CE for her own political purposes, they would have united the largest European empires of the period, the huge territories of the Carolingian Empire to the throne of the Eastern Roman Empire. Instead of the Carolingian Empire being based around Charlemagne, his personality and personal web of loyalties, might it transition into a more structured and resilient model?
Perhaps the introduction of Byzantine models of society, bureaucracy, architecture and engineering (including the building of roads) might have bound the wilds of the German states more tightly together, making it feasible to keep the continent united long enough to become a single massive nation-state.
An immense goal. An immense change in human history, Worthy of a Time Meddler.

It occurs to me, you could do such a scenario where the Monk is involved. But in actuality, he has nothing to do with this immense change in history. He’s a completely innocent party and is trying to figure out who is responsible resulting in him forming an uneasy alliance with your PCs as they try to figure out who this other Time Meddler is.
His reasons for helping your PCs might simply be because he doesn’t like the idea of someone “infringing his trademark” Of course, there is nothing to say that this other party is in fact a future (or even past) incarnation of the Meddling Monk.
