Could it merely by the forest equivalent of the Yeti which roam the Himaylas? Albeit a more aggressive variant? Interestingly enough, the article mentions that one of the "witnesses" believed that the Apes were not physical in nature but rather spiritual possibly inter dimensional. Were the Apes merely travellers from another dimension who were unsettled by their journey into this reality? Or perhaps Ape Canyon has (or had) some unique properties which drew these creatures into existence from the minds of the frightened Miners?

Certainly give that Himalayan Yeti are canon for the Whoniverse there's no reason to exclude a North American branch to the family tree. Perhaps the miners annoyed them somehow, triggering the aggression? Or were they guarding something in the woods? The hunters that descended on the are found no traces. The Mount St. Helens region has a bit of a history of weirdness, strange lights, UFOs, et cetera
They "looked more like a giant human than an ape" is interesting.
Of course the mundane explanation is teenagers from Camp Meehan, but the Whoniverse doesn't do mundane.
Curiously the old FASA supplement, The Master, has an a cache of mechanical Yeti stored in a cave near Mount St. Helens, and has the Master responsible for the 1980 eruption and the rash of Bigfoot sightings around that time.

Feel like the scenario would make for the ideal template for an adventure. A few of the companions are in the shack with the other Miners fending off the Ape Creatures while the resident Time Lord PC and the other PCs set off to discover what has riled them up/source of these disturbances.
It does make me wonder if these Apes are merely another form of the Yeti where they went after this encounter. Possibly relocated to another environment?

Feel like the scenario would make for the ideal template for an adventure. A few of the companions are in the shack with the other Miners fending off the Ape Creatures while the resident Time Lord PC and the other PCs set off to discover what has riled them up/source of these disturbances. It does make me wonder if these Apes are merely another form of the Yeti where they went after this encounter. Possibly relocated to another environment? That's the problem with all the cryptozoologicals; there simply isn't room for them to hide in today's world of ubiquitous people with cameras, drones, trail-cams and satellite surveillance. Either they're dead, with no skeletal or other remains, or they've bee relocated and covered-up, or they never existed.
Alternatively you could assert that they did, and do, exist, as rare and protected species. Certainly Downtime has one in London Zoo. It bit Margaret Thatcher after all....

But in Vampire Science and The Devil Goblins From Neptune it's pretty clear that the USA is not fond of UNIT so it's possible that there would be issues dealing with the US authorities, especially after the start of the UN conspiracy theories.

I rather like the idea that in the background, beyond Torchwood and UNIT, there are other groups and organisations with the own agendas. A shifting web of connection, alliances and arrangements......

Oh, I like that. They avoided being imprisoned in some Black Ops prison because if they did so or had them executed they’d never find out where they stashed the stolen alien technology. Of course, the problem is neither the Cat Burglar or the US Government know the true nature of the stolen tech. They could just be the equivalent of an outer space toothbrush or something that has the potential to crack the planet wide open. But of course, the government don’t want to take that risk and would much prefer having it back under lock and key.

For our light-fingered lady I can think of two: Nicole Beaumont from the first season of the 1990 series "Counterstrike" and Catherine Avery "Cat" Pascal from "Acapulco H.E.A.T.". Both were second-generation cat burglars. Nicole was also an expert at disguises.

The above is how Catherine Avery "Cat" Pascal ended up joining the Hemispheric Emergency Action Team on "Acapulco H.E.A.T." after burglarizing an apartment to Eton Square.
It's quite possible that something she took either gave off harmless radiation that was being tracked by the government or she took something that they wanted.
