I like this, it could be almost anything. It seems, from other sources, that the girl was named 'Fay' (or Fey) and was seven (as was the unnamed boy). There are suggestions of some form of mechanical telepathy. The figure looked truly odd:
The hut is also odd: "[they saw] the figure enter a metallic hut — similar to those used on building sites except that it had no windows".
Rather interestingly, Fay's father ("Mr. Y") is said to have odd encounters in the same approximate area, including an unusual, rotating, flying craft in 1970 and a sea creature at Compton Bay in 1972.

As with all encounters like this, it would be very easy to suggest the Clown has some sinister motives such as being the vanguard of some invading force. Maybe this particular member of the species was ill suited to this job being too shy and friendly and after meeting the two children managed to deceive the rest of the invasion force to stop them attacking Earth. Where it went afterwards would of course be something worth exploring in the hands of an imaginative GM.
But, I don’t know, I almost think it would be less obvious if you were to just say he’s completely benign. It certainly seems polite enough to hold an entire conversation. Only coming across as a bit alien because well, he is. Perhaps his species have never even come across humans before. Failing that as you say there’s plenty of explanations you could use in a campaign regarding it. Some automaton from the far future where humanity is but a myth, maybe it’s a resident of the same realm of The Invisible that a few years later Professor Douglas Arthur would stumble into.
Would actually work as a nice bit of background material for a potential PC or NPC where they were one of the child in this encounter and the memory of it has stayed with them into adulthood. Of course, you’re in a Time Lord/TARDIS game it also leaves room for said PC to encounter The Clown again making it a potential ally. With the resident Time Lord no doubt providing an explanation for it.

If anyone remembers the Sarah Jane Adventures episodes The Day of the Clown I really do get some Odd Bob/Mr Spellman/The Pied Piper vibes from this one not gunna lie.

If anyone remembers the Sarah Jane Adventures episodes The Day of the Clown I really do get some Odd Bob/Mr Spellman/The Pied Piper vibes from this one not gunna lie. Clowns are weird and creepy.

Clowns are weird and creepy.Ever seen the horror film Killer Klowns from Outer Space, that could easily be adapted for doctor who and would be a cheesy and funny invasion campaign.

Can't remember why I was watching it the other day, but I had the same thought. Tune down some of the grosser aspects and you're good to go.
