Too Many Judys.
A modern day scenario outline, for the Misfit Mob, UNIT or similar investigators.
About four weeks ago Bromwell University1 medicine student Judy Galindo was found strangled to death in her home.
Two weeks ago her ex-boyfriend (and convicted drug user) Haider Bowenon was arrested for the murder. The trial is expected to be swift, as the prosecution has DNA and fingerprint evidence of his presence at the crime scene and several witnesses who've stated that Bowenon was furious over Galindo dumping him for a new boyfriend (fellow medical student Jamil Duvall).
Three days ago a local couple, Olivier and Celyn Lin, returned to their home after an evening out to find their daughter Amy-Louise missing and a trail of blood leading from her bedroom to the deck out back.
There the shocked couple found a skinless but clothed corpse of a young woman.
There was no hope of a conventional identification to tissue was sampled and a genetic profile tested.
The matter caught UNIT's attention when DNA from the body matched perfectly that of Jessica Gerber.
Officially the match is a mistake, a contamination error.
It’s not.
Things are far more complicated.
It started about five years prior when one Layton Pennington was studying biotechnology and computer science at Camford1. Despite being an undergraduate his brilliance caused him to be peripherally involved with a project to encode digital information onto DNA.
Unfortunately, after a rather sordid incident2 Pennington was expelled; however to avoid a media sensation the university allowed Pennington to transfer to Bromwell, which has an underfunded biochemistry program (and is close to his family home). There Pennington completed his degree easily and began post-graduate research into genetics. In the smaller establishment he was given greater freedom to indulge his pet ideas. Unfortunately he was there to stumble over research notes from the 1950s that had been misfiled.
The notes detailed work by the brilliant Doctor Martine Reese and her use to a sample of material of unknown origin transferred to Bromwell from UCL3 in the early stage of the Second World War4.
Pennington was utterly fascinated by her work into genertic hybridisation. He also fell in (unrequited) love with Judy Galindo, who declined his advanced firmly but kindly. Bowenon beat Pennington up when he heard, which helped prompt Galindo to dump Bowenon for Duval, whom she fancied more anyway.
When Pennington heard of Galindo's murder he threw himself into his work and created an material that combined artificial DNA and the material from Reese's work. A concoction that he believed could bring his lost love to life again.
When injected into a human the solution acts as a rather crude Proteus virus, rewriting the victim's genetic structure with that of Galindo.
Pennington had known Amy-Louise from school, though his burgeoning interest in white nationalist and other fringe beliefs ended their friendship. He lured her by claiming to have radically changed his opinions and subdued her before injecting her with the 'Galindo solution'.
Unfortunately she was far smaller (by about twenty kilos) than Galindo and the transformation failed.
Horribly.
Amy-Louise died in agony during the process; as Pennington fled the scene in panic the terrified and agonised Lin/Gallindo crawled outside before succumbing to blood loss and shock.
Pennington has three more vials of 'Galindo solution' and hasn't been put off his plans. He's clinically insane.
Notes.
The Galindo family (Henry and Elizabeth) are astonished (and furious) about the new investigation. They don't believe Bowenon worked alone, and claim that Jamil Duvall must be involved somehow.
The local police are utterly convinced that Haider Bowenon, a man with a history of violence and drug use/dealing, murdered Judy Galindo alone in a fit of jealous rage.
The Lin family are a second-generation solicitor (Olivier) whose parents immigrated from Hong Kong decades ago and a nurse (Celyn). The death of their only child hit them hard; he's prone to emotional outbursts while she appears suspiciously calm (she is putting up a strong front for the sake of her husband).
They know about Pennington and his beliefs.

2. He wrote a paper suggesting the use of artificial viruses to 'modify' certain aspects of human genetics. Specifically to reduce the intelligence of women and non-whites to allow them to be more easily 'managed'. Pennington is a hardcore misogynist and white nationalist.

by a non-Torchwood operative ('Colonel' Edmund Ross), wasn't supposed to
