The Little Shop on the Corner.
A quickie.
Once, a trio of special people1 were overcome with nostalgia. The had fond memories of the Good Old Days in London/New York/San Francisco/Paris/Berlin/CITY2 and decided to recreate a little bit of it using rather crude temporal mechanics, on the theory that nothing in <CITY> is ever truly forgotten, least of all the rather notorious part3 they wanted to preserve.
They did so using a focus object; this should be something suited to the period they're trying to access, a gaslight standard or obelisk, or commemorative statue for example. Inside the focus is the heart of the matter, a matrix of materials resembling the innards of a Sinclair Field generator; strange wires, odd crystals, tiny mirrors and powerful magnets, with a chunk of psionically active material as the central focus.
Ostensibly the focus was erected as a memorial, with a spot of subtle bribery and blackmail to cover thei tracks and obtain the needed permissions.
The focus is illuminated (this is important); either the gas lamp works or there's some other form of lighting. Thee builders believed that the light would help those 'in the know' form the correct mental image to trigger the device.
It was intended to create a portal, allowing limited time travel for a select few. Unfortunately that didn't happen; the device allows pretty much anyone enter, whether they know the image or not, or are even aware of it's existence, if they pass by at the correct time.
'Inside' is a pocket universe, a shadow copy of the target period a couple of hundred metres in diameter4 at most. Generally objects taken from this shadow copy don't last long in the outside world, fading out of existence in hours or days. But they may leave a lasting impression, or be copied or photographed.
Now people are beginning to talk about their experiences.
Comments? Suggestions? Ideas?
1. 'Special' in the sense of being out of place/time, possessed of unusual knowledge and powers et cetera.
2. Choose whatever city suits your game. It should be an old one, redolent of layers of history and weirdness.
3. Again vary as to your taste and city.
4. It's simply not possible to stray more than a couple of hundred metres away from the focus in the past, space seems to curve around. It's more of a limited echo of the past than a true time portal.

- For a Modern Day setting they could be recreating the 1920s, or 1960s. In the Pulp period then the Gaslight of the 18902 perhaps.

- This means that tracing the work will need attention to the morass of local government bureaucracy.Bottom.
