In the vein of Marvel's What if, this had to happen. What if… Kang the Conqueror (Nathaniel Richards) from the comics escaped into the Whoverse. There are many times and places this could happen. *As Rama-Tut, he crashes into the Sphinx with his Time Ship in the shape of a Sphinx. With his Time Ship damaged, and no usable technology, he starts a company in advanced technology to ultimately fix his ship. *As the Scarlet Centurian, the newly armored time traveler takes on a Unit Base to establish himself in this new time period. *As Kang the Conqueror, he takes over a Movellian's Battle cruise and attacks a planet known for its healing technology. Kang needs the tech to save his beloved Ravonna. He could quickly become a temporal adversary. Interesting. I’m imagining we follow a lone Time Agent who is trying to track down this interloper from another universe and all his versions of himself brought on by his time travelling. Only for the Time Agent to realise that due to his actions pursuing Kang, he has without realising it changed his own personal history to the point where he has become this universes version of Kang! The Time Agent can only despair as he comes to the realisation that he is trapped within his own continuum. He has become a man without a consistent past or future and must resign himself to his fate. Only for the Time Agency to send out another agent to track down this ‘new’ Kang which has suddenly appeared out of the Time Vortex from seemingly nowhere... I like it.

This is a simple one here but what if Harriet Jones didn't order the firing upon the Sycorax ship during the Christmas Invasion and remained as Prime Minister during the other alien invasions afterwards. How would that workout with The Master being Harold Saxon who would be "elected" to be the Prime Minister would that still happen and have Harriet Replace him again afterwards? How would she deal with the Atmos event and The Sontarans, the 2009 Dalek invasion various other invasions etc like even the Battle of Canary Warf as well. The Doctor did say she lead Britain into a Golden Age and we never really saw that so what if that is the case where she did lead Britain into a golden age how would that impact the world. How would UNIT and Torchwood react to a more powerfuller Britain thanks to Harriet Jones

This is a simple one here but what if Harriet Jones didn't order the firing upon the Sycorax ship during the Christmas Invasion and remained as Prime Minister during the other alien invasions afterwards. How would that workout with The Master being Harold Saxon who would be "elected" to be the Prime Minister would that still happen and have Harriet Replace him again afterwards? I suspect 'Saxon' would have forced her out or had her killed. Or probably even wooed her knowing Saxon, you probably are right he probably would have her killed though But like she probably might have been alive when the paradox reset right after the year that never was? Yes, I could see her surviving (and retaining knowledge of the year that didn't happen), and trying to fix things.

I think she would be a good Prime Minister though for the 2000s and 2010s though, would be a cool what-if scenario if she was in charge during it all, I would love to see her set up that Subwave Network from inside of some government bunker instead of her office. The Ninth Doctor did say she was have 3 consecutive terms meaning her era as Prime Minister would end in 2021 so stories set in between her first apperance as prime minister in I think 2007 to 2021 might be interesting to see what happens, also I think Harold Saxon aka The Master in this timeline may have strong opposition to being the PM though as it was because of Harriet Jones loosing to be PM that caused the vacuum to happen, so in this timeline Harold Saxon may not come into power or did so through a different method or even not take up position as PM and disquise as something else instead.

* What of Mondas in this universe? Do the Cybermen still develop or without its twin does the planet die an early death? Piggy backing off one of your points, What if it was Earth that drifted away from the Solar System instead of Mondas? How would the timeline change with all of that? The Cybermen developing upon this frozen Earth similar to Pete's World, maybe this version of John Lumic actually succeeded in creating the Cybermen upon this alternate Earth out of survival, becoming like the first Cyber Leader and goes back to the Ancestral home system to invade Mondas?

I just thought of an interesting one.
What if the Time Lords hadn't given the Doctor the regeneration energy at the end of "Time of the Doctor"? If he had actually died for real on that planet.
Could be an interesting start for a campaign. The TARDIS picks up a bunch of characters who she best thinks would continue the Doctor's legacy. Guided by her using a holographic image of the Doctor (swapping between Incarnations at will or something).

I just thought of an interesting one. What if the Time Lords hadn't given the Doctor the regeneration energy at the end of "Time of the Doctor"? If he had actually died for real on that planet. Could be an interesting start for a campaign. The TARDIS picks up a bunch of characters who she best thinks would continue the Doctor's legacy. Guided by her using a holographic image of the Doctor (swapping between Incarnations at will or something). I really like this.
A different, but somewhat familiar, style of campaign. Presumably any of the Doctor's incarnations could appear to "help" or provide advice? Only one at a time one hopes.....
I can see parallels to episodes like Flatline, with the Doctor only available for advice, and elements of Selma from Time Trax (if there is remote communications link) or the EMH from Voyager. Though not loo like the latter.

A fanwanky scenario that'd depend on events improbably matching canon (specifically the Doctor regenerating into the same actors), it'd be fun to do 'What if the Doctor didn't leave Gallifrey until after his [X]th regeneration?' - essentially, you'd be playing one of the Doctor's canon selves with most of their personality/traits intact... but they've yet to go through the same on-screen arc that Hartnell's Doctor did, becoming more empathetic and morally invested through their companions. While it could veer slightly into edgy territory (a nightmare scenario would be the Doctor's player trying to bash everyone's head in with a rock at the first opportunity), it be fascinating to see the quirkier and/or kinder Doctors in operation, with everything except for their innate altruism - or at least, needing to 'earn' it through roleplaying.
After typing all of that out, I'm pretty certain that at least two of the already existing Big Finish Elseworlds tales did that very idea - oops.

I just might start a first edition play-by-post campaign like this, with the TARDIS using David Tennant's Doctor as the image it uses. Continuing on with this: Since the War Doctor was his ninth incarnation and David Tennant uses reincarnation energy to heal himself, Matt Smith's Doctor was his last regeneration. Clara Oswald was his companion at that time, so she would be an NPC. Question, what happened to the Doctor's body? Depending on what happened, it could have been taken into the pocket universe by the Time Lords, entombed on Trenzalore (oh look, a dungeon delve in the making!), been obliterated, been taken for safe-keeping by a faction of the church or be in a shrine in the TARDIS. Or possibly something completely different.

Running up against any former companions would be. Would they think the players stole the TARDIS? Would they would want to come along to keep an eye on the players? Anything is possible.

I found a free PDF of the 11th Doctor sourcebook. Clara's in it. So, she'll be there to help, when they need it. She may even let them borrow her motorcycle.

What I'm thinking now is that the characters find an old-fashioned key with an address near them attached to it. There, they find a door. Opening it, they find themselves in a grassy field with the TARDIS in the center, with the door open. A young woman is sitting in a Victorian-looking arm chair in a six-sided room with a white floor that has a console in the center of it and walls that have wooden paneling below a waist-high brass rail and white paneled walls indented with roundels above the railing. There is a doorway in each wall and there are armchairs and a grandfather clock positioned around the room. I like it. Perhaps multiple keys? With x locks on the door, each recipient must use their to enter. I'm reminded, and this is a rather odd comparison, to the meeting scene in The League of Gentlemen.

The lady in the chair is Clara Oswald. When they enter the TARDIS, they will notice a room on either side just before one gets to the control room. One has racks for coats and such. A black leather jacket, a motorcycle helmet, and an umbrella with a question mark for a handle are there. The other room is a mudroom containing stuff that might be useful in dealing with outside conditions; rain gear, vacuum and hostile environment suits of various types, tools, portable shelters, inflatable boats and stuff like that. There’s also a decontamination shower and first-aid facilities, and camping and climbing gear.
Each key opens a different door, in a different location, and time, but they all lead to the same place. Some of the characters will be NPCs, with few skills.

Hah. Nice reference. To be honest, and this slightly going off topic, but I could see said scene working well as the opening for a Land of Fiction campaign.
