Alcatraz is good for a "PC's get imprisoned" adventure complete with psychotic madmen who lurk within the cells, its also haunted!. Don't forget the lighthouse, there's always something odd about them. Also there were legends about the small (it's less than 9 hectares) rocky island from Native Americans times; they called it an 'evil island'. Perhaps this is linked to the reason centuries of explorers completely missed the gate and SF bay?
Certainly the prison's reputation is more myth than reality (like the sharks); it was never fully occupied (only 1,600 inmates ever spent time there). The '62 escape was a catalogue of embarrassment for the administration (which is my the details of how the inmates created dummies, boats et cetera were kept secret for more than thirty years). Then there are the five "missing and presumed drowned" inmates; what happened to them
One trick for an imprisoned NPC that was used in an ongoing Bay Area centric campaign is foreknowledge; the time traveller knew what happened/would happen at 05:12 on WED18APR1906 and loudly prophecised the previous day that the earth would move.
Plenty of room for ghosts too: an unknown Confederate officer with handlebar mustache presumably, a little girl, bodiless purple faces, a large yellow cat, banjo music....

drowned guys could be a good adventure What lies under San Francisco bay? In fact the bay is littered with odd currents, shipwrecks, whirlpools and islands.
Have you seen the TV series Alcatraz? An interesting premise and one that could be worked in to a Bay Area campaign or as a scenario in the are.
