Featured in the background to The Haunting of Malkin Place, and mentioned briefly in the First Supplement to the 4th Doctor Expanded Universe Sourcebook are a group called the Warrior-Historians from a place called New Ultonia.
Doctor4 referred to them as "Academics who documented historic conflicts by participating in them" and their method of study as "the ultimate battle reenactment". Of course, as Artac showed, this is a rather dangerous form of study and one that could leave the past littered with twonkies.
Some possibilities.
1.What other conflicts have they infiltrated? Is someone in UNIT actually from the far future, presumably with an excellently faked background and a lot of their memories erased or suppressed to avoid contamination of the past. An interesting twist for a background character. Or a PC...
2. A group of time travellers could encounter such historians anywhere there is a conflict. They may well be sensitive to meddling with the past and look for allies to stop history being altered, or suspicious of the PCs.
3. Leftovers. There is a lot of souvenir taking in wars, as the events of The Haunting of Malkin Place showed. Advanced artifacts from the far future could end up anywhere, perhaps inherited from an ancestor who acquired it in a war decades before ("grandad's old pocket watch, from the war). Then the device started to react to something...
An interesting way to drop a group into an uncontrolled time travel campaign, rather like Sliders or TimeLords. Or for an antagonist to be created.
4. Perhaps a historian is looking for some assistance? A few locals to act as 'research assistants' during a war. What could go wrong?

- Given that 'Ultonia' is the Latin for 'Ulster', the north-eastern province of Ireland this has some interesting implications in itself.

- In that case the vortex tunnel generator (Vortex Manipulator variant?) in the form of the rather hackneyed pocket watch, that led to te 'haunting' and a 'data slug', a recorder/diary device that could project holographic images.
