I was watching the reruns on TV and it occured to me if Capaldi can take the face of a dead man as a reminder there's no reason another time lord couldn't take a face of a living person. Imagine if you will the master about to regenerate assumes the apperance of one of Englands Kings/Queens at the height of the British empires power and then sets out to kill them, take their place and forge a new Empre under his control. For players using their own characters insert random mad time lord of your choice. All sorts of possibilities here if they find out afer he's begun a new war they can't go back to stop him murdering the ruler without risking paradoxes but if they don't then history is still disrupted because he has killed someone and taken their place in history. Even if they are able to stop him during the attempt how do they prove they aren't attacking the rightful ruler of the country (was the man in the iron mask the rightful king of france or the master in one of his guises)?

An interesting idea. There was some reference to the Master using 'accelerated regeneration' for disguise purposes but I don't think it's canon. Some of the EU novels imply that in the Inferno universe the Third Doctor was dictator of Britain (one of the faces offered to him by the Time Lords was that of the Leader). He may have taken over, or duplicated the Leader.

That wasn't the doctor it was the Valeyard. On that note completely unsubstatianted as it is the fact the master comments the valeyard is an amalgamation of the evil between his 12th and final incarnation is rather interesting in light of the new who. Considering the doctor was originally (well sort of) only meant to have 12 regenerations but now got a new cycle and the later ones are a lot darker than the earlier ones. The 12th incarnation has all the memories of the time war, losing the ponds and secluding himself for a time and now Capaldi and his harsher more insulting and abrassive one. The valeyard could very esaily draw on the parts of the doctor that was prepared to sacrifice gallifrey to win the war, to blow up the 12th cyber legion to make a point. "The time lord triumphant" indeed.

Yes, the events of "Time of the Doctor" throw a massive uncertainty as to WHEN the Valyard will come about. Could be anytime in this new cycle of regenerations. The writers of "Trial of a Time Lord" [while often inept] did nail it with that 'between his 12th and final regeneration' line. Looking at it now its almost like the Master was foreshadowing things. ;-)

Couldn't you just use a Shimmer field disguise to do the same thing?

Technically yes but if it malfunctions or is made to do so all those soldiers with sharp pointy things see your not who you claim to be, as he did way back in his 3rd incarnation against the auton duplicate of General Scobie. If you are them physically at least then its not as easy to reveal your evil plot because there's no handy technology to interfere with.
