Like any scientific endeavor, I've used the tried and tested means of extrapolating results from existing sources.
TECHNOLOGY by The Master
My personal notes, researched and extrapolated from official examples. Note that any level of skill paired
with a relevant Trait (e.g. 'Technically Adept') will raise the effective skill level.
Relevant Traits: Biochemical Genius, Boffin, Technically Adept (gives +2 bonus), Time Lord Engineer (Doubles
bonus to +4).
Technology 0
No ability or experience whatsoever. Examples: Leela.
Technology 1
One who operates or maintains routine technology on a trivial mundane everyday level or domestic use. May
know how to maintain or fix very simple things: change a plug, replace batteries, set 'record' on a set-top
box. Examples: Amy Pond, The Brigadier, UNIT Soldier. Device Examples: Consumer technology. Anything
that a home-user could easily operate.
Technology 2
Trained, experienced and able to competently use, operate, maintain and manipulate more complex
technology as part of their profession, or role. Examples: Rory Williams (Medical Nurse), Sarah Jane Smith
(with Fourth Doctor), Tegan Jovanka, Slitheen, Sontarans. Device Examples: Teleport Devices, Hi-Tech
military, medical and technical equipment, non-consumer or non-civilian devices.
Technology 3
Professionally trained and qualified. Able to use, operate, maintain and manipulate complex technology.
Examples: Liz Shaw , Scientists, Adric, Nyssa, The Rani. Device Examples: Specifically-designed apparatus
for detailed scientific research, like radio telescopes, cyclotrons, particle accelerators and the like. Also
sophisticated military or medical technology.
Technology 4
Highly proficient and qualified. Able to use, operate, maintain and manipulate any highly complex technology
with complete adroitness. Examples: The Fourth Doctor, The Tenth Doctor, Typical Time Lords, Cybermen,
Zygons. Device Examples: Pushing the limits of 'cutting edge'. Highly sophisticated technology.
Technology 5
Marvellously adept. Able to use, operate, maintain and manipulate highly complex and sophisticated
technology with adroitness and flair. Examples: The Eleventh Doctor, River Song, Clara (with Computers Area
of Expertise), Romana, The Master (17th Incarnation – John Simm). Device Examples: Beyond the limits of
'cutting edge'. New, exotic or experimental technology.
Technology 6
Supremely adept. Able to use, operate, maintain and manipulate supremely complex and sophisticated
technology with absolute control. Characters possessing this level of skill, paired with the Boffin Trait,
would be a genius and legend amongst their people (if their work were publicly known) and could create wonderful
or terrible new technological advances. Examples: K-9, Davros (Genesis of the Daleks), The Great Intelligence,
Omega, Professor Kettlewell, The War Chief. Device Examples: Entirely new devices and technology that perhaps
only one being on a planet can understand. Stunning paradigm-changing advances in technology and design.
Technology 7
Beyond Reason. Able to use, operate, maintain and manipulate esoterically complex and sophisticated
technology with total control. Examples: Sutekh
Technology 8
Arcane Ability. Able to use, operate, maintain and manipulate 'fearsome' technology with instinctive control.
This superlative level of technological skill pushes the boundaries of mastery beyond anything in the universe
and makes lesser races stand in awe and perhaps fear.
Examples: The Daleks, Ancient Time Lord Technologists (?)
