Bought, and I've now read p. 1-34 (the parts that aren't the campaign).
That is the B-E-S-T explanation of the whole slimy worm/snake Eric Roberts Master thing that I've ever, ever seen, or ever will. As far as I've seen, that explanation of that slithery thing is now canon.
I can't wait to dig into the campaign materials.

Just bought and skimmed through. Very impressive, and the explanation as to the Doctor being referred to as half human makes sense.
One error I noted (I would stick it in the errata, but I can't access it), on page 159, Handout 2 says "The Time Lords created the Memento Mori in the closing days of the Time War, after the fall of Arcadia." Arcadia fell on the Last Day of the Time War. By that time all the weapons in the Omega Arsenal---except the Moment---had been used. So it would have to have had to have been before then.

Meh, it is a Time War.
If ever there was an event that would cause the Time Lords to throw out the Laws of Time and abuse time travel, it would be this.
For example; taking and deploying weapons (or even inventing them whole scale) for use in past battles in order to overturn the outcome makes a lot of sense. And the more you interact, the more you become a part of events. Matt Smith's incarnation called it the Destiny Trap.
Basically, I think the Time Lords cheated in order to use/create the Momento Mori. But they did so in a many consistant with the setting and lore.
