As a short introduction, I am planning on attending a local convention in approximately one week and I had this gem of an idea pop into my head. However, there are some details that need to be ironed out (as seen in the explanation).
It takes place during a routine trip to "keep score" at a museum (expecting someone to play a Doctor, someone usually does). During the visit, they encounter a pamphlet written in circular Gallifreyan, announcing the "Grand Re-Opening of The Collection". I'm thinking either the pamphlet would be on display as some weird relic or would be attached to the door of the TARDIS when they turn to leave (in which case, it would also have The Doctor's real name written on it in circular Gallifreyan).
What is "The Collection?"
It's basically The Braxiatel Collection, curated by Irving Braxiatel, The Doctor's elder brother. How he managed to survive the Time War is that he simply laid low. It's possible he laid low because he still possesses the Biodata Archive, something which holds the biodata of every past and current Time Lord in every past and current regeneration and is capable of rebuilding Gallifrey.
The fun bit would be that it's entirely possible that the Braxiatel they meet in The Collection was a past version of the one who gave them the invitation (I mean we are talking about someone who routinely crosses his own timestream to add pieces to the collection and the Collection itself is his TARDIS).
So The Doctor arrives at The Collection, finds it almost devoid of people. All except for one.
It's unlikely that Braxiatel is as corrupt and warlike as the Time Lords had become during the Time War (since he and the collection disappeared before the war). However, it is likely that if the pamphlets are scattered throughout time and space, it was a ploy to get in contact with any surviving Time Lords who happened to escape the Time War.
The idea was that in a bid to protect the Biodata Archive, he slipped the entirety of The Collection (including the small planetoid it's on) into a pocket universe (or the Vortex) to ride out the storm of the Time War while watching for signs that the war was over. Once things calmed down, he had The Collection enter the now peaceful-seeming universe. And found out that Gallifrey isn't where it's supposed to be. Just dust and destroyed Dalek saucers.
But as usual, something has to go wrong.
Ideas of things that could go wrong:
1) a different Braxiatel walks into The Collection with a piece to add to it. (It's obvious that Braxiatel would have had far better grades while at the Academy as compared to his younger brother considering that Braxiatel has always been in good standing and is a career politician)
2) Somehow some Weeping Angels could have managed to creep in and are trying to get into The Collection's Eye of Harmony to absorb enough energy to become more powerful.
3) Or worse - Something managed to hide themselves in pieces of Gallifreyan art and are now on the move.
4) Or something has infiltrated The Collection and has plans for the most precious - and secret - of all of The Collection's artifacts: The Biodata Archive.
Or all of them.
Hopefully this makes sense and maybe ideas could be added to this. I'm not 100% familiar with the character of Braxiatel since all I know about him is off of the Doctor Who wiki and I tend to accept most audio dramas as cannonical due to the referencing to them during Night of The Doctor.
Edit: So it seems that after defeating the Deindum, the collection disappeared and Braxiatel was shot and killed by the Deindum (apparently regenerated according to the wiki). And there seems to be nothing about the newer incarnation of Braxiatel.
