Donna noble and her husband have just won the jackpot from the lottery The Doctor give her for her wedding. they are on there honeymoon a drunk driver hits them Donna's husband is killed instantly Donna regenerates in to a new body. The Doctor tardis picks up The regeneration energy and he go's to look in to it
the reason for it Donna touched the doctors hand the energy transfer give her The Rassilon Imprimatur and she was made in to a neo time lord the doctor did not know this if he had not locked her memory's she would have regenerated then
would like you input on this what do you think of it

Feels very... fanfictiony. The concept of Donna gaining the ability to regenerate doesn't seem entirely too far out there, but let's examine this a bit further. We learned during Time of the Doctor that the events of Journey's End cost the Doctor a regeneration. He stated during the episode that he used the regeneration energy to heal himself and put the rest into the hand, which Donna later partially absorbed. Assuming there was enough energy left over after partially cloning the Doctor and partially editing her DNA, there might be just enough energy left in her body to offer her one regeneration, granting whatever injuries she has aren't too grievous.
What she becomes after regeneration would be of great interest. I see a few outcomes: a normal, but different, human, her DNA restored to normal and her body changed; a full bodied Time Lord, the regeneration favoring the Gallifreyan DNA and overwriting her human DNA, but allowing her to keep her mind and perhaps regain her (and the Doctor's) memories; she becomes a meta crisis once again, but more stable, the regeneration fixing the errors and offering her a chance to be a stable, true Time Lord/human; or she returns to being a flawed meta crisis like before, her body degenerating due to the impossibility of the combination, and she must find a way to save herself before she dies.
The whole killing of her newlywed husband thing is what kind of kills your idea for me. It feels unnecessary, especially since he's a character who has real potential for development and gives Donna a romantic partner to bounce banter off of, which she does best. We've rarely ever seen her be romantic outside of Lance, and it would be great to see.
If you really want to give her emotional baggage, which I suggest you avoid as it's terribly cliché and doesn't fit Donna, you could have her husband severely injured or have her grandfather pass on, as his character has been explored already and "purpose" in the show fulfilled. I would keep him around, though, as he is a great character and would work especially well for Donna.
Donna is one of my favorite companions. She has a rough exterior but a heart of gold. She doesn't take the Doctor's BS and knows how to put him in his place if necessary. She is perhaps one of the most compassionate companions. And, for one brief and shining moment, she was the most important woman in the universe.

Or some combination of the two?

For what its worth, the Expanded Universe of Dr Who has stated that Regeneration will cure almost any memory block.
