I am just getting into the Doctor Who RPG after having received my 50th. Anniversary book and noticed to my dismay that the 11th. Doctor's writeup in the book has slightly superior stats to the 10th. Doctor. Why is this? Is it due to him having slightly more experience now?

Though write-ups based on established characters don't always conform to the rules of player character design, the rules do say a regenerating Time Lord would get one rank of Experienced Time Lord, which would give him or her more points to put into his/her next incarnation, so 11 being more experienced (and thus have more total points) than 10 is perfectly understandable.

I've tweaked the Doctors' sheets when using them for convention games, partially for better balance with other characters but also partially as I think the Doctors' abilities vary a bit more than the official version.

But the whole body is regenerated, including the brain. Some memories are lost or shunted into archive; others come to the fore.

The same way the Doctor loses and gains interests and hobbies. Different brain, different affinities. And that's part of the skill loss, surely. Say you played a musical instrument, but then lost interest in music and didn't pick that instrument up for years, you'd be rusty when you picked it up again. Well the Doctor is like that. Each incarnation is a different collection of interests and priorities that makes him a different person who allocates more or less energy, thought and practice into [SKILL].
