Hey folks, was hoping those of you with a greater knowledge of Who canon could help me out here. (Exiles of Time players shouldn't read this thread, in case of SPOILERS!)
One of my player characters is a Silurian who was transported from prehistoric times to modern day Cardiff by the rift, along with his brother. Shortly after their arrival, his brother was accidentally killed by sewer workers. Early on, the player suggested that his character was actually the one who was supposed to die, meaning that someone or something altered the flow of events so that he survived in his brother's place.
Given that the PC's name is Mal and has consistently been playing his character as a bit of a troublemaker, I'm playing with the idea that whoever saved him did so because he was the less righteous of the siblings (Mal = bad, in the latin). It turns out his brother, Saul, ended up being a bit of a masked hero in Cardiff, fighting supernatural threats for a while until he was later recruited by the Temporal Security Agency as a time agent.
My problem is, I still haven't decided who or what is responsible for the change in the timeline. I'd like it to be something from Who canon (preferably classic Who, as if it were nuWho the Trickster would probably be the most likely choice), but I'm open to any suggestions you guys might have as to the villain and their motives in saving Mal? Thanks!

The Trickster was my first thought when I read this. Any examples that spring to my mind from the original series would be fairly Doctor-centric villains and hard to shift if he's not in your campaign. (The Master, The Black Guardian, etc.)
Maybe The Meddling Monk, but he'd need some kind of short-sighted agenda for altering time like this.

Whoever you choose, it should be someone who the masked hero Paul defeated in Cardiff. And so that villain went back in time to make sure he was killed [thus preventing his defeat when we doing evil in Cardiff].
So you need someone who would be up to no good in Cardiff and could get access to a time machine. And wouldn't care about the Laws of Time.
Captain Jack would be a shocking choice [and in the new timeline Jack might not even know that his alternate self was responsible]
Alternately it could be someone Paul defeated while he as a Time Agent. Which opens up most of space and time. The Monk or the Master are obvious choices. Possibly the Daleks. Even the Cybermen had a captured time machine at one point (Attack of the Cyberman).
Another good twist might be that Paul HIMSELF went back in time and arranged for his own death and Mal's life. [obviously you'd need to come up with a good reason, maybe Paul made a mistake that was so hideous that he felt that his brother would have done better]

Could be anther Silurian, maybe from present day Cardiff alt awoken from stasis, that Paul thwarted their attempts to destroy Cardiff time agency the Silurian survivor/s stole a time device and changed time to prevent this

Thanks! I like the idea of Mal or Saul being responsible. Perhaps Saul discovered that his actions would later lead to disasterous consequences (an anti-Silurian pogrom perhaps?) and was forced to kill his earlier self to prevent this.
