I have a copy of the old Cadillacs and Dinosaurs RPG, and like a lot of users of the Cubicle 7 Vortex system I look at ways to modify these other games and use the info within Doctor Who.
The basic premise of Mark Schultz's original comic Xenozoic Tales, is that a massive cataclysm nearly wipes out humanity. The world had become inhospitable and people retreated underground. Finally some four hundred years after the disaster people returned to the surface, only to find a bizarre collection of creatures from the past roaming the surface. There's also a race of sentient reptilian beings living deep underground.
Yeah, things are starting to sound familiar...
Following the cataclysm that drives a large portion of humanity away from the Earth (such as the event mentioned in The Ark in Space) the Silurians awaken en masse and start getting things back to the way they used to be. They had a bunch of dinos and Eocene flora in storage with them, and begin releasing them to fill certain ecological niches.
Fast forward a bit, when either the first humans start returning, or emerge from the bunkers, and what they find is quite the surprise. To say the least neither side wants to give up the planet, but somehow war is averted and an uneasy peace between Man and Silurian holds the day. Only problem is there are plenty of factions on both sides looking to claim the planet for themselves.
The campaign could use a lot of the Primeval material, and probably have a bit of a focus upon politics and intrigue along with the occasional dinosaur hunt.

That sounds like a neat idea! Could be a sort of darker and edgier kind of campaign, along the lines of shows like Battlestar Galactica with all the in-fighting within both societies and the tensions between the Human and Silurian factions.
