If you were going to turn a human into a Timelord (not BACK into a Timelord) what would be the bare minumum you would need to bequeath a PC please?

IMHO to be a Time Lord [not a Gallifreyan] you need Vortex (1 pt) and Feel the Turn of the Universe (1 pt) and maybe Regeneration (I see Regeneration as a Gallifreyan thing but the series is contradictory on this point).
To be a TRUE/full Time Lord, you must had a TARDIS. But there were lots of Apprentice Time Lords on Gallifrey who didn't own one, so its kinda optional.

The Time Lord Trait assumes that you have somehow received the Rassilon Imprimatur, the genetic stamp that changes an ordinary humanoid into a Time Lord. For more information on Neo-Time Lords and how they work, look into the Time Traveller's Companion.

You could give the character the Time Lord trait, then say he or she was a Time Lord all along, hiding as a human with a Chameleon Arch, and he didn't know it.

If you have the Time Treveller's Companion sourcebook, you could try looking up "Scion of Gallifrey".

Thanks for all the help, it is much appreciated.
Essentially the premise will be the pcs are "humans" who get a load of info about the whoniverse dumped in their heads inc how to fly a TARDIS etc.
They are human bascially but the reason they can receive this info is that they are the descendants of the people who were repaired by the nanogenes that the Doctor re programmed in "The Doctor Dances" and got a wee bit of Time Lord DNA in the bargain.
So like I said earlier they are the bare bones of a Time Lord. Essentially a bunch of Doctor Who fans who can fly around in a TARDIS (in effect the information they get is what they can remember from the tv episodes).
Hopefully this makes things clearer...

For what you're describing, Vortex, Feel the Turn of the Universe and possibly Time Traveller would cover it, possibly with each member of the party having a different combination of these and unusual levels of Ingenuity, Knowledge, Science and Technology and related Good Traits.

To ease the burden of meta-gaming I gave the character played by the biggest Who fan among my players a copy of the Doctor's 500 year diary. Now, whenever she wants, she can spend a story point and her character "discover in the diary" anything that the player would know from watching the TV series. Something similar might be helpful for your game.

i came up with an idea can't find the post it was called the Genesis tardis. it was a tardis that could make other races in to time lords. it was crated at the end of the time war and then sent them out in the universe. it works by using a modified chameleon arch you can use it if you want too
