Quick question: Technology Level of Vortis?

As this isn't covered in the First Doctor Sourcebook, I was wondering what Tech Level people consider Vortis to be?


I'm finding it difficult to judge as we don't see very much in the way of technology on Vortis. The Menoptra have electron guns and their "wise men" have developed the Isop-tope, so they have some scientific knowledge. The Animus seems to be more advanced, but I don't think it's native to the planet so doesn't count for my purposes.

Any ideas?

I'd say Tech Level 4 or 5. The Menoptera don't display any technology that could be considered on a par with Transmat or FTL Travel, so it has to be lower than 6, and they have electronic equipment which would make it higher han 3.
