Came up with the basics a little while ago, hoping typing it out here will let me fill in the blanks in my head, or at least, maybe get insights from others.
Introduction: The planet Ketruvel IV, whose star is about to die. The natives have taken the first steps in space exploration, and met agents of a galactic mining corporation (If you have some season meme like "Bad Wolf," the company can have that name.), who are doing what they can to help the inhabitants construct space arks to abandon their planet, but according to all the readings, the evacuation project will be cutting things very close.
Things To Do: Aid in the evacuation, either by offering to find a new home for the Ketruvellians, or helping construct the arks. Examine their data or get a closer look at the star in the TARDIS to see if there's anything they can do about it dying. Discover that no one knew about the dying star until the Corporation told them.
Antagonists: The Corporation. They've discovered that deep within the planet's core, deeper than the natives have been able to mine, are vast deposits of Jethryk. If they can convince the natives to abandon the planet on their own, the mineral rights will be theirs for the taking, so they've staged the elaborate con that the star is dying and everyone needs to flee the planet as quickly as possible. The Company has an "embassy" in the planet's capitol, but a secret facility further away has begun extracting the Jethryk and also contains the equipment to perpetuate the con. (Hacking the planet's sensors, monitoring satellites that project the illusion of the star's death and feeding the phony data back to the planet's scientists, etc.)
Action Scenes: Sneaking into the Company's facility. Piloting the TARDIS amongst the satellites' defenses. Dealing with guards at the facility or Company assassins who might try to kill the characters if they ask too many questions.
Visuals: Giant space arks under construction. Elaborate computer systems required to pull off the hoax. Mining machinery being smuggled in secret to the planet.
Problems: The Company has the planet's leaders completely convinced that evacuation is the only solution. Characters who try to convince them that nothing is wrong are labeled crackpots, just like those other fellows who tried to say nothing was wrong and disappeared shortly after.
Things To Prepare For: A company with the resources and wherewithal to engage in this elaborate con might resort to more drastic measures to eliminate the Ketruvellians if they don't play ball. Alternately, since the Corporation are invited guests involved in a "humanitarian mission" and the characters are interlopers, the Corporation may call in the Judoon, since until the swindle is discovered, the law is technically on their side.
Continuing The Adventure: A planet with this much Jethryk is going to come to the attention of others who will try to take it. Also, the Ketruvellians have just discovered that they're fabulously wealthy and their first contact with aliens has taught them that the universe covets that wealth. They have a fleet of half-finished space arks now, and can boldly venture to the stars, but will they be ships of exploration or war?
