How to handle riversong's notebook with her being a playable PC in the new edition. The notebook is bound to come in to play but how do you work it out in game rules

Easy.
River Song lies all the time. She never reveals how much she knows till long afterwards, from her perspective. It should never really affect any game.
But it would make a great adventure McGuffin!

The new Gadget card is very specific about what it does, and in this case, the GM is responsible for whatever information it dispenses, so there is little chance that the player will be able to abuse that knowledge.
As for abusing her knowledge in games set before the events of the 5 and 6th series, well, that's where the GM comes into play. A good GM needs to set up some very specific rules about playing in character before they allow anyone to take River Song as a character or set all of her adventures after the current series.
Alternately, and this is probably the best idea if the GM has an 'overenthusiastic' group, they should treat River as a recurring NPC and disallow her use as a PC.
