I thought that the episode Night Terrors would have made a really good Sapphire & Steel story. I got to thinking about what an updated version of S&S might be like and wondering if it could be gamed successfully with DWAiTaS. To which the answer is obviously yes because DWAiTaS rocks. The more I think about it, the more I like the idea. I may attempt to produce a hack document at some point. I was messing about with GIMP and came up with this for a cover graphic... Attachments:

Hey,
Wow, has it really been a year? This has still yet to get past the extended thought experiment phase. The plan was to keep it simple by having PCs buy the special trait 'Operator' and then to choose a specific element to associate it with. They would then be assumed to have thematically appropriate special abilities that could be fuelled by adventure point expenditure.
I guess the other big thing that would need addressing is the time-as-an-evil-intelligence paradigm.

Its worth noting that villains known as Faction Paradox worship Time and History as some big intelligent force that they want to free from the Web that the Time Lords have trapped it in.
For my part, I'm divided the idea that... A. the Operators are Time Lords and TARDISes fighting the Time War. or B. The Operators are what arose and replaced the Time Lords after the Time War destroyed all the Time Lords.

That was basically what I was thinking with Option A.
S&S is the ONLY franchise that my Dr Who players have actually REQUESTED that I do a crossover with. So I'm trying to figure out which option to go with.

S&S imply several times that they are only taking on human form to interact with people on Earth. There are definite suggestions that they are not from our dimension as well.
I would either- have them come from a higher universe (in which our universe is a bottle universe) - or be the equivalent of Celesti Agents as mentioned in The Taking of Planet Five. They're CIA brainwashed conceptual entities (the Celesti harvest souls of the dead they had contracts with to become agents) from the period when the CIA migrated to Mictlan and became conceptual. They're not as powerful as the agents mentioned in the Taking of Planet Five - so perhaps they could be early experiments, or they could have been manufactured by a lesser lord of the Mictlan court.

During the Time War CIA agents were frequently force-regenerated into new forms to blend in. Also its fun to imagine that Sapphire is actually a Type 103 TARDIS who is assuming human form. Gallifrey is located outside of normal space in a domain known as Inner Time, so that nicely fits.
Their methods of operation doesn't feel very Celestis to me but YMMV. They certainly are NOT conceptual entities [though many of their opponents are].

To be honest I hadn't really planned to reconcile the two separate mythologies. I kind of like S&S being its own thing. Plus if you mix BBC and ITV apparently the universe explodes

That works too - I hadn't really assumed they were in the Who universe just because it's more borederline supernatural than Who episodes are.
