Timey Wimey.
He's always had the drumming AS OF the 9th Doctor. His past was altered by the Time Lords during the Time War.

Check out the second part of the End of Time, where Rassilon sets these events in motion. Effectively, this messing with time creates an alternate timeline that we've not been party to in the series before now. It would, theoretically, mean that in this alternate timeline the old Master would also have suffered... but we've not be around to witness it.

His previous generations just sucked it up and went on with their evil plans?

Maybe it got louder the closer he got chronologically to the event?

It would, theoretically, mean that in this alternate timeline the old Master would also have suffered... but we've not be around to witness it. Maybe, maybe not, it could be an effect of the Time Lock that it only manifests after the Time War - "after" on the Master's personal timeline. Of course, we'll never know for sure unless a previous Master (played by someone else) appears on-screen.

I had the idea (after watching Last Of The Time Lords) that it was only becoming human for a time that made him realise it was there. Before that, the drumming - the heartbeat of a Time Lord - was drowned out by the sound of his own hearts... he only reacted to it subconsciously.

I expect it was simply a gradual increasing of the sound as he got closer to the actual event. I believe the intent was to explain his evilness in the first place.... Just goes to show that you don't need a Doctorate in Evil...a Master's will do just fine.
