So as I was driving back to the depot after work to drop the truck off the radio station (clasiccal fm 102.5) suddenly went to crackly static then a repeating message started "To anyone hearing this broadcast. Tell the time council he's escaped and is following me, I don't have much time . . ." something something, 26500 I think. Very odd broadcast and not one I recognize from Dr Who but curious.

Fascinating. Were there any gaps between the phrases? You might have been getting some odd signaleffect froma different channel. Or someone messing around.
It reminds me a bit (as a collector of oddities) of Fessenden's experiments at xmas 1906 where some ship's radio operators were astonished to hear voice and music, rather than Morse pulses, in their headphones.

I assume the buildings were blocking my stations channel and this other one was stronger. I'm not an expert on radio though but the broadcast just kept repeating though there'd be bursts of static hence why I'm not sure of the last bit of the message it was giving.

It was probably, as you say, pickup from another source on the same frequency. Possibly even a small FM transmitter intended to stream to a radio from some other device.

Driving back from work tonight same station, same place, same weird station shift though this time I caught what I missed last night it was "Tell them they'll find what they need in the tragedies two sixty five" presumably reering to the time council can't find anything online about it though.
