Bad Wolf used a similar plot with television used to placate the masses. And the Master, as Mister Saxon, used subliminal messaging similarly, via phones (this also appeared in an episode of Lois and Clarke used by the time travelling villain Tempus Fugit). It's actually a pretty common SF theme; Dean Koontz's Night Chills, the backstory for John Christopher's Tripods, a plotline in the original Tomorrow People (and also in The Man from UNCLE) , Warner's Freeze Frame, Sue Townsend's The Queen and I, all use subliminal television messages (no matter how ineffective this would actually be). Who has used other forms of mind control to pacify the populace, e.g. Morphoton in The Keys of Marinus and The Macra Terror. Plus the PCM gas in The Sunmakers. Perhaps a blend of techniques? Messages inserted into games, media broadcasts and communications? Possibly enhanced by drugs, and mind control implants in difficult cases? - In Night Chills one of the events that revealed the conspiracy was an attempt by a minor player in the conspiracy to use the technique for his own gratification, this might be a way for the PCs to discover what's going on (or at least that something is Going On).
Will some people be immune? Is there an organised resistance movement (possibly based on the follow-on to UNIT)? What about non-humans? Can the mind control system handle aliens (ones not involved in the plot)? If not what happens to them? Humans inspired to xenocide perhaps? Hope this helps.
