That sounds really good! Another interesting twist you could have - although it is too early in their history for the technology yet - is specific regeneration.
Later on, they develop the ability to choose the traits of their next regeneration (usually it is chosen for them) - this is specific to the war in heaven alternate history of The Enemy however - where each regeneration becomes immune to whatever killed them in their previous life, and they end up being basically organic killing machines in the end.
However - they could have a secret trait or memory implanted when they regenerate which could give them clues as to their mission.

Hmm...just wondering, was it ever stated how Torchwood 4 disappeared? Maybe there's a campaign idea in that...

"According to the stories, Dr. Zeus operates from the 24th century, using technologies of time travel and immortality to exploit the past for commercial gain." which reminds me of the Warheads from MArvel UK. which reminds me of Gatecrasher and the TechNet - in one of her tangles with Captain Britain when she went to 14th Century Peru to steal a replica of the universe reproduced in crystal. In the TechNet was Fascination who later joined the Special Executive, which later or perhaps earlier tangled with Dr Who and Abslom Daak, Dalek Killer en.wikipedia.org/wiki/Abslom_Daakwww.dalek-killer.net/So - Torchwood 4 disappears and in order to survive and pay their way, turns to stealing objects destined to be destroyed anyway and selling them on the inter-time-and-dimensional black market.
