Episode 1. The characters are confronted by a villain with superior technology, skills and abilities. He knows their every weakness, which buttons to push to wind them up. Effectively they get their arses handed to them on a plate and retreat to lick their wounds.
Episode 4. Said villain crops up again. Only this time he's not quite so clever, not quite so skilled and doesn't evade them so easily.
Episode 8. Back again, even less talented and isn't he looking younger now?
Episode 12/13 - Season Finale. The Backwards Man's first encounter with the PCs. Whatever the events of this episode, they set in motion the Backwards Man, living through time in the opposite direction to the PCs. Episode 1 was the fourth (or more) time they've met, hence knowing everything about them. This time, the PCs have the advantage and must stop him.
But how to do that without causing the paradox inherent in their earlier meetings?

It's not a bad idea, although i'm not sure that a group of players would be determined to avoid paradoxes when they're taking down the Big Bad. You'd also have to be extremely careful about what the Backwards Man talks about during his first few meetings in case the players don't do what you'd expect later.
With a bit of work though it could certainly be an interesting idea.

Aside from River Song, it also reminds me somewhat of Sebastian Grayle from the Big Finish audioplay Seasons of Fear.
Might be an interesting campaign idea to try, but it could be difficult to implement, for obvious reasons.

I know I should've thought of River Song. That *should* have been incredibly obvious to me. However, with a distinct lack of caffiene on-board and running on extremely little sleep thanks to a 1-month-old kid, she slipped my mind. Besides, I always thought of her in more of a "Time-Traveller's Wife" vein, with their meetings not necessarily being in chronological order for either of them. This last season seems to have taken care of that, though.
I was going to use this idea combined with the time-travelling bad guy from the last episodes of Torchwood Season 1 whose name escapes me but who was massively under-used.
It could indeed be difficult to implement, but it was there in my head and I needed to get it written down.

There's a few links in episodes between the Doctor and Merlin as well. In 'Battlefield' it's more than a link. Mordred and Morgaine both recognise the Doctor as Merlin, though the Doctor himself believes that Merlin may be a future incarnation.

The Morgaine and co from Battlefield were from another universe. Maybe Merlin is Doctor 10.2
