Hello all.
I've run into an interesting situation regarding the Time War as I had a very good character concept put to me by a player. The player wanted to be a Time Lord, but somehow escaped from the Time War. There were a few occasions this could've happened (including Gallifrey's return in End of Time, but this character has fled as things get more and more out of control.
Over a reasonably lengthy discussion, we added what we both thought may've happened, and I'd like to present it for both discussion and possible story ideas for GM's and Players who are interested in this period.
First of all, I've personally not read anything that contradicted the fact of Romana being Lord President (and possibly the last one) before the Time War began. My friend added that the treaty brokered with the Daleks was likely due to the capture of the Master in an audio story and this was at least going to be a respite before further hostilities.
The speculation we came up with was as follows:
1) The Master escapes his capture (obviously) and this incites the Daleks or has given them information on how to confront the Time Lords directly. They begin to do so, but Romana (and probably a very small contingent of like-minded individuals) advocate fighting them as they have before without going too far.
2)As the situation escalates and The Doctor, The Master and presumably any other Gallifreyan at risk (this would include Susan, any other 'rogue' Time Lords and associates) are brought in to help, the natural arrogance of the Time Lords is confronted by the notion that this once-insigificant race is now challenging their 'rightful' place in the universe. Factional thinking begins to develop with liberals (such as Romana and the Doctor), ultra-conservatives (possibly in the High Council and others) and moderates who are going to follow a recognised leadership.
3)The Master flees the Time War. As the situation becomes desperate, the conservatives look to their great immortal leader Rassilon to save them. The liberals see the danger in Rassilon returning and in an act of conscience, Romana abdicates her position as the only other alternative to leaving the post is death. Rassilon returns and is outraged by the turn of events and begins to take more and more radical action. It begins with Rassilon forcing his authority on the Council, then escalates with him either shouting down dissent or beginning to execute them.
4)Being a telepathic society, paranoia begins to filter through the people. A thought of disunity can be even sensed amongst other Time Lords and fear and suspicion begins to spread. As the tactics based on arrogance and outrage begin to break the very laws of time and space (the use of resurrecting billions in recurring seconds being amongst the worst), the Doctor is given 'The Moment', an obviously pivotal event/weapon/ability that may end the war. As the war continues, the events of The End of Time play out.
5)The Doctor (in his eighth regeneration) decides that the Time Lords have become utterly corrupt and without redemption and decides to use 'The Moment' or some other means to time-lock the Time War, The Time Lords and the Daleks forever. Those who can have fled, either through time or have chosen to hide themselves forever with Chameleon Arches. The act the Doctor takes kills him and forces him into his ninth regeneration. He dies once more before confronting the Time Lords again in his tenth regeneration which brings about his death and eleventh regeneration.
I mention the Chameleon Arch here as my player wishes to start out as a hidden Time Lord, his fear rampant over the Time War and the wrath of Rassilon...and the Doctor. It occurred to me then that if you had the opportunity, you would RUN from this sheer insanity and destruction. I do intend to use Romana in my game (as I can't see her standing by and would likely be siding with the Doctor, though I haven't thought through if she would agree with him time-locking the Time War.)
