The TARDIS didn't so much land at Cowes dock as crashed. The Time Lord lay on the floor while sparks and flames erupted from the console, roundels on the walls cracked and fell, and the lights slowly dimmed.
The time war was over at last, both Tardis and Time Lord had barely survived the worst of it and saw too much horror. He pulled himself off the floor to sit by a pillar and reflected on his situation, his TARDIS needed time to heal, and he needed time..to forget. The Chameleon Arc was still functional, and he knew the pain of transformation would at least keep him from thinking, until the memories would be locked away.
In the present....
A yachtsman pulls his boat into Cowes quietly, softly deflecting harbor officials who notice in his papers that he's just completed a solo circumnavigation. He knows that he left a pocket-watch in a safety deposit box here years ago, and for some reason he feels like retrieving it....
Sally was a physicist associated with the LHC project, while dealing with parts supply, she noticed many of the LHC's suppliers were also supplying parts to a boathouse in Cowes of all places. Not wanting to let a good mystery go, she's on holiday visiting Cowes to find out why a boathouse would need equipment associated with high energy physics...
Ben felt strange in civilian clothes, this was his first undercover assignment for UNIT. His 4 man patrol were here to investigate some very strange readings that sensors picked up at Unit HQ
Storr was depressed. Of his hibernation pod only 20 Sea Devils had revived, and found the world, his world, covered by what he could only consider evolved vermin. He did what he could, he found the inexplicably high technology box that had accidentally awakened them, hypnotized a few human agents so he could influence the surface, and was trying to use the human technology to build a new resurrection circuit that would end the Sea Devils hibernation...all of them.

Thats the opening of the first episode - The campaign itself will have a theme of "what it means to be human" (the first season at least) mainly by using villains who either used to be human and gave it up, or have some insight into human origins or endings.
So far the dance card is going to contain
Daleks (mutated from human equivalents)
Cybermen (gave up humanity)
Sea Devils (Saw humanity's origin)
Gundan (Robots from Warriors gate) - ex human after I tweak them from pure robots (OK I admit..I just like them)
Greys (my version - genetically altered human-like race)
Time Agents (51st Century Humans)
And I'll probably throw in a couple of one shots non-arc stories just for variation.
