There's been quite a few Doctor Who scenarios written up and posted on the web over the years. They may need converting to DWAITAS (and may having been originally written for TimeLord or the FASA rules), but they're all set up and ready to go. Feel free to post these links as you find them, and I'll add them when I have the time.
