I have a story coming up, and I need to fill in a few plot holes. The basic plot behind it is a stranger is scavenging leftover technology, anything advanced will do. He's on Earth, and bargaining with Sea Devils to get some sort of lost Atlantean tech. He's offering Weather Control technology, which the Sea Devils want to use to send a Superhurricane up the Mississippi River, destroying New Orleans and every other major city along the river and providing them with a beachhead.
So what is my stranger after?

The Fountain Of Youth.
Superhuman strength in capsule form - the Atlanteans figured out how to enhance the body to live at deep pressures, so like Aquaman they were all super-strong.
Healing tech from the time the city sank - not for himself, for someone he loves, for an added moral issue.
A hyperadvanced submersible that can go into space or into the magma at the Earth's core, allowing him to find another MacGuffin down there.
A 2010 Superbowl ring. (I'll get my coat...)

How about he needs the Sea Devils to recover a piece of the true Crystal of Kronos from Atlantis in order to summon a Chronovore. (see: The Time Monster - 3rd Doctor).

DW I actually have a chronovore (Prometheus) scheduled to appear in the 'third series' of my DWAITAS campaign... Its a little too early to bring it in yet, but the thought had crossed my mind.

I'm trying to keep the stranger fairly mysterious, but I'm hoping to use him as a recurring villain.. something along the lines of the MAster or the Meddling Monk, except geared more for the players. I'm envisioning a man who has access to high technology... perhaps a ship in orbit and a teleport bracelet a la Blakes 7. He's in it for a profit, hoping to make a killing on Time War era surplus goods. In this case, he's posing as a voodoo priest and playing with people's minds. Perhaps with Sycorax Blood Control Technology, and also playing with the trappings of the Cthulhu Mythos (intentionally trying to make people think its the Mythos even if the Mythos itself is fictional). As far as genuine history goes, I've not given him much thought, simply because I want his origins obscurred. The Fountain of Youth mentioned puts me in mind of something... Regeneration Technology. Perhaps, just perhaps, the Orichalcum can be used as part of a device that allows regeneration like a Time Lord. Or perhaps there is a Genetic Loom or Chamaeleon Arch that was lost out there that he's after.... hmmm...

DW I actually have a chronovore (Prometheus) scheduled to appear in the 'third series' of my DWAITAS campaign... Its a little too early to bring it in yet, but the thought had crossed my mind. I had it in my head to use a Chronovore for one of my scenarios in either the second or third series of the campaign, but haven't really had a brainstorm (see, there's that word again ) for a plot that would involve one. But one must think ahead, mustn't one?

I'm sorry, but every time I think of Orichalcum now, I tend to think of it in terms of HOLLOW EARTH EXPEDITION and the Atlanteans of that game. Well, that and Indy Jones style stuff. Hmm, Time Lords, Nazis, Orichalcum, Atlanteans, and... hmmm...

In that case, given the posing as a voudoun priest, why not tie it in to something occult from Haiti or one of the other countries that has some sort of voudoun occult connection? (Can you tell I've been watching "The Stones of Blood"? ) The problem becomes if it has something to do with the Silurians, perhaps some sort of device for animating things might be appropriate, or perhaps some sort of ancient control device? As far as genuine history goes, I've not given him much thought, simply because I want his origins obscurred. But surely you, the GM, have an idea of his genuine history, since you would need to know it. The Fountain of Youth mentioned puts me in mind of something... Regeneration Technology. The idea of the Fountain of Youth, connected to the search by Ponce de Leon, leads me in the direction of a more historical scenario or two about the Fountain and all, but that's just a personal preference. A science fictional historical story (something akin to "The Masque of Mandragora", "The Time Warrior", and a couple of others was something that Classic Doctor Who did so well. One scenario about the actual search for the Fountain, and a second one along the lines of what you're proposing above... Using the Orichalcum to tie the the two scenarios together...hmm... Hope this helps, somehow. I pretty much put it in because MacGuffin + Louisiana + Water. How it actually works - it could be something like a regeneration effect, the Immortality Gate (or the Master's resurrection alchemy), maybe something in the water or something in the "fountain". And it probably has some drawbacks - maybe the user can live through anything but doesn't heal the damage any more than usual. (I may be channeling Death Becomes Her there...) Anyway, have some Karma on me. Oh, ta very much.

My only problem with this, especially in light of the original scenario idea, is that I would want to tie things in to the Silurians/Sea Devils. I'm not sure the orichalcum stuff and even the Fountain of Youth stuff ties into that, although one could do a "City of Gold" type thing for that, too.

Atlantis is too obvious. Maybe... they'll give him permission to go looking for certain vital elements they all know are in their territory, to repair/refuel his ship/vehicle/weapon. Everyone knows there are huge resources 'hidden' under the sea, and it's easier to ask nicely than to fight them for access.
What he actually wants, though... is to locate some other, more trivial and common materials in the same area to make some terrible weapon... that he plans to test on his reptiloid 'allies' before turning it on his true enemies, who are....
...anyone?

When I originally started thinking of the character, I had in mind someone who'd been scavenging all sorts of left over scrap from the Time War, and who had access to a Gallifreyan Time Ring. The voodoo angle put me in mind of Faction Paradox, but I decided not to necessarily go that route at this time, just because I didn't want to get that complex so soon in the game.
And then I began thinking about the idea of the Time Ring, and decided that was too powerful of an item... if he had that, why would he even NEED other technology?
Consequently, I've been thinking in terms of him maybe having a vortex manipulator that is tied into his ship (perhaps a Chula warship like Jack's) and using a transmat device to move him between the ship and the ground.
Thats as much of the history for the character as I had. Like I said, I *Wanted* him to be a cipher... I want to see what develops, and if the players themselves can give him a back story through speculations.
Perhaps the main element of the Vortex Manipulator has burned out, and it needs to be fixed with a rare element that is not presently known in this era except in legend... as orichalcum. But its rare and only found under the sea. It is known to have existed in Atlantis, but perhaps its rarer in the Gulf of Mexico, resulting in the Sea Devils having to stage a major operation in order to mine it.
I'm warming to this idea.
