The Shadow Proclamation has its hands full after the Time War... not just cleaning up the messes caused during the war, but also the messes that are caused by the general absence of the Time Lords and Daleks.
Shadow Proclamation agents could be sent to any trouble spot, anywhere, anywhen to diffuse potentially explosive situations before whatever political powderkeg is burning at the moment goes off. If they fail... The thuggish Judoon will be sent in to suppress the incident in a very final way.
But just think of the kinds of things that are no longer being locked up by the Time Lords... The Vardan homeworld, whose natives can travel along any electromagnetic wave. The War Lords, also Time Looped by the Time Lords, in order to prevent their all conquering armies from spreading across the galaxies.
Or, on the other side of it, The Movellan Threat, long held at bay by its stalemated war with the Daleks. The tentative alliances that were set up between suspicious species in order to confront the Dalek invasions could be in danger of falling apart and worse, breaking into open war.
There could be a flourishing underground arms trade, passing absurdly powerful Time War ordinance and materials around a violent black-market.... imagine a weapon capable of destroying a solar system falling into the hands of a war-like, less advance civilization...
A Shadow Proclamation campaign could be like crossing a James Bond movie or a Tom Clancy techno-thriller with Doctor Who.

Not to be too picky with what is essentially a brilliant idea, but do the SP have TT capsules?

Not to be too picky with what is essentially a brilliant idea, but do the SP have TT capsules? THE \/ince I Don't believe its been ever stated directly whether they have or haven't. However, since the Shadow Proclaimation appears to be an enforcement agency for the peace established in a Trans-Temporal Conflict, it would make sense that they would have to have some pretty hefty technology. It might not be on par with that of the Time Lords or Daleks, but it would certainly get the job done. Barring that, there are no doubt tools, vehicles, weapons, and equipment that are either damaged or abandoned during the war that could have been commandeered by the SP to help enforce the peace.

There were other time capable races other than the Galifreyans, Daleks and Cybermen. They just tended to be heavily policed by the Time Lords.

The Sontarrans had some primitive stuff used in their first appearance so are probably ahead of the cybermen, though their tendency to divert resources to more straightforward military solutions may have slowed their advancement.
