Intriguing. I expect a high mortality rate from inter-party bickering, as the sort of people who would travel with someone like the Master (unless he did a really good job of concealing his evil hearts) would be the sort of sociopaths who would put themselves above any, dare I say it, "Master Plan".
A riff on this theme would be to use the standard campaign type and run a multi-Master adventure, much like the multi-Doctor adventures of the past. Historically, when the Master was replaced in the series it was usually due to the death of the actor (Roger Delgado in a car accident in Turkey in 1973, Peter Pratt soon after his turn, Antony Ainley in the interregnum between the John Nathan-Turner series and the RTD one) so multi-Master adventures couldn't be shot. The contrast in styles between various incarnations of the Master would be intriguing.

This is similar to an idea I'd considered for my campaign - set during the Time War, after the Time Lords have resurrected the Master. The players are a group of young or inexperienced Time Lords assigned to the Master as a "Special Ops" team.
Of course, to stick with the storyline RTD presented, when things get as bad as they can get, the Master runs off to hide at the end of the universe ("Utopia"), which would leave the players high and dry and in a world of hurt, which they'd need to find their own way out of.
