I think I've confused myself. I had an idea to make a Patrex Time Lord. Start off as I normally do with the Gallifreyan template and then bolt Patrex Time Lord chapter on to it... A Gallifreyan character has a restricted Psychic trait as standard. And a Patrex Time Lord comes with Psychic Training built in. The Psychic trait says this... "Psychic is a Special Good Trait, costing 2 points to purchase (or 1 point if the character already has the Psychic Training Trait)"So... If a Gallifreyan character takes Psychic Training does their restricted Psychic trait become the full Special Good ability? Or not?

First of all, the Gallifreyan trait isn't intended for Time Lord characters - it's for Gallifreyans who are members of "the plebeian classes", as The Time Traveller's Companion puts it. So Time Lord and Gallifreyan are (at least implied to be) mutually exclusive. However, you or your GM might not wish to apply this limitation for whatever reason.
So, moving on to your question, having Psychic Training does not normally remove the restriction on a Gallifreyan character's Psychic trait. So having the Patrex chapter with Psychic Training makes no difference. You still have the limited version of Psychic unless you pay the extra Character Point to remove it.
Unfortunately, by buying both Gallifreyan and the Patrex chapter package, there's a wasted point - the reduction in the cost of Psychic you'd normally get from having Psychic Training. The cost of buying packages like Patrex or Gallifreyan aren't affected by the reduction you'd get from buying individual traits. A generous GM might allow you to have this point back, which you could then spend to remove the restriction on Psychic. Otherwise, you'd need to spend the additional point yourself.
