Very mixed feelings on my part I must say.
Are you seriously telling me no one else wanted the job? Just seems a bit of a backward approach. If I were more cynical I’d say it could almost be considered potential damage control.

It is rare that I feel that my mind has been blown. This is one of those times.

This is really exciting news! I've always been more of a Moffat fan, but I'll definitely take a second round of RTD. If there's anyone who could put Doctor Who back on the TV map again, it's probably him.

I was surprised, but not a bad idea (damage control, stunt 'casting', or not). Moffat was a tour de force, but I always thought RTD had a solid old fashion adventure vibe. And it might be what the show needs to go back to for awhile. A reset. Bring it back to good story telling, w/o trying to be too clever for ones own good.
Plus, I always thought it was a shame that he brought the show back from the dead, but never got to do an anniversary season. Felt like he got cheated to me. And now he gets to do the 60th.
I for one am interested to see what he does with it after such a nice long break. Now with added history to play around with. And with (hopefully) a decent budget (no more London neighborhoods that all look suspiciously like the same single street).
Now, we have to see who the new Doctor is... (although, I wouldn't mind seeing what Jodie could do with him at the helm, but doesn't look like thats gonna happen)

While I would have preferred either Moffett or Gatiss as showrunner, RTD was very good and gives me hope for the future. As far as the 14th Doctor goes, has anybody else heard the rumour about Matt Smith wanting to come back?

The thing about RTD is that he's the only one of them who understood that you could bring something back without appealing to nostalgia. He brought back Doctor Who in a completely new format without disturbing the bedrock on which it was built. He was so good at it, it wasn't until halfway through the third season that we were even sure it was a continuation and not a reboot.
Moffat was good at building up suspense, but he could never really get to a satisfying conclusion. He relied on deus ex machina too much, usually by waving his hands and saying "timey-wimey." He was also Mr. Fan Service. Chibnall can find logical endings to stories, and he doesn't sit on the fan service button all day long, but his writing and direction just plain suck. Only RTD could write a satisfying conclusion and lay off the fan service and not suck.
The big controversies of his day revolved around the fact that he made so many characters gay or pansexual or in interracial relationships, but these things were never the point of the episode, and nowadays this wouldn't be so controversial.
I also wonder at them not finding someone new to run the show. I don't have the dire thoughts that some above have had, but I think there must be some less-than-ideal situation that got them to do this.

RTD knows how to develop the mythology in a way that doesn't break the show, but adds to it and also he knows how get the best out of the show writers. Having him back and then seeing a few new Moffat stories would be gold.

I think all in all, it's good news, and it's bought my interest back to the show. That is the point surely? The show has lost some of it's core audience in recent years; i've personally felt disconnected to the show. I'm fully ready to get back to a bit of good old fashioned, family fun Doctor Who, with a sprinkle of nostalgia (never too much).
