The Trollenberg Terror.
A wonderful title, though the film (also known as The Crawling Eye and Creatures from Another World) is pretty mediocre. A low-budget, black and white, Hammer-esque sci-fi work from 1958 based on an ATV serial from 1956. It's easily adaptable to Quatermass or Doctor Who, and can be reset into pretty much any era with appropriate adjustments for communications and weapons technology.

There's a summary on Wikipedia (here) that gives a good idea of the basic plot; it's an utterly classic Second Doctor 'Base Under Siege' scenario with a many-tentacled monstrosity from outer space/the Dungeon Dimensions (the eponymous Crawling Eye) menacing an observatory in the Swiss mountains.
- Which is an odd place to build an observatory...
There's even a 'UN investigator' named Brooks (who Knows Things) to take charge when the mysterious, slightly radioactive, cloud appears, along with mind-controlling Things. Plus a pair of psychic sisters and a professor.
In the Whoniverse the clouds and the eye/tentacle monsters could be a manifestation of the Great Intelligence. In which case the UN will probably need some help in dealing with matters. 1955/8 is pre-UNIT but the PCs could become involved in events that form part of the case for it's formation a decade or so later.
