Are they all from the milky way galaxy? (Mutters Spiral) Or are there any from other galaxies? I think I've hear Andromeda mention.

Well, in the original conception, the home world of the Cybermen, Mondas, was part of the Sol system long ago, but it was flung out. Otherwise, I don't think we know the locations of any of these other home worlds, as far as TV shows go.

Are they all from the milky way galaxy? (Mutters Spiral) Or are there any from other galaxies? I think I've hear Andromeda mention. It's fuzzy, due to the lack of authorial consistency. Skaro, for example, has been explicitly placed in a different galaxy several times in deuterocanonical sources. As Stormcrow said Mondas was originally in the Sol system before 'wandering off'. The Sontarans and Rutan are generally portrayed as being from this galaxy.
Even Gallifrey's location is uncertain; it's been variously placed near the centre of the Milky Way, on the far side of the Milky Way from Sol (possibly in a different spiral arm), and in another galaxy. The Dalek's Master Plan and The Monster of Peladon (among others) mention multiple galaxies and their interactions.
It depends.......

Are they all from the milky way galaxy? (Mutters Spiral) Or are there any from other galaxies? I think I've hear Andromeda mention. Cybermen - Originally from Mondas, which was Earth's twin planet. So the original Cybermen were from our own Solar System - though Mondas drifted "to the edge of space" (which might mean the edge of the Solar System or further afield, but almost certainly still within Mutter's Spiral). Daleks - I don't think Skaro's location is mentioned in any TV story, but a number of spin-off sources place it in another galaxy (either the Seventh or Eighth Galaxy, depending on the source - presumably it's slipped down the league table at some point!). Sontarans - According to the Sarah Jane Adventures story The Last Sontaran, Sontar is located in the Metasaran Galaxy. Comments by the Doctor in The Two Doctors and The Sontaran Stratagem could be interpreted to mean that the Sontarans are actually native to Mutter's Spiral. But they're far from clear, so the Metasaran Galaxy seems the most definitive answer. (If you need an explanation for the discrepancy, then maybe the Sontarans have spread from their own galaxy and now occupy parts of Mutter's Spiral - hence the Sontarans most likely to be encountered on or near Earth have been spawned within our galaxy - they're native to Mutter's Spiral but Sontar itself is within the Metasaran Galaxy.)

I like that idea, perhaps a semi-independent colony created by a long range colonisation mission? They might well be disconnected from their original homeworld, having settled 'New Sontar' with this galaxy?

Just that the war against the Rutans has taken the front line into Mutter's Spiral.
