There are two more. One is in San Luis Obispo County in the Los Padres National Forest. A second is along Highway 14 in Santa Clarita, although it appeared to be more flimsy and flawed than some of the others.

The first 'monolith' (I suppose we'll stick with the rather inaccurate term) did......something. Maybe it created a portal to somewhere/somewhen else or facilitated communication. But it brought attention and so its creators removed it. It's not the shape, or size, or the materials so much as the ratios of the etchings on the surface, rather akin to a macro-scale PCB, combined with the characteristics of the location (something like strained points in space-time). But the people who created it (and those to whom the knowledge was passed1) don't understand what they're doing. So some monoliths work "normally", some fail; some have similar but different effects. And some have very different effects, like letting Them through. Or opening portals to places with different physical laws, or energy levels2.
The people behind it are trying to figure out how it works and change the world3. Unfortunately They are already influencing matters.
Comments? Ideas?
1. Probably via an obscure, conspiratorial, web forum....
2. Close to a star, or the intense gravity of a collapsar, or the emission axis of a pulsar, or simply in space.
3. A bit like the Fen and Miracle Goo.
