I was wonder what is the global opinion/acceptance/acknowledgement of non-human/alien life. Is their exsixtance common knowledge now.

I was wonder what is the global opinion/acceptance/acknowledgement of non-human/alien life. Is their exsixtance common knowledge now. Hmm, a good question. I assume that the proportion of people "in the know" has gradually increased, probably a fraction of one percent by the UNIT era (including politicians, military leaders, civil servants et cetera) and probably went public by the events of The Stolen Earth/Journey's End which saw a fairly large scale Dalek invasion that probably couldn't be ignored. Though given the human propensity to ignore/deny awkward facts that don't fit our perspective I'd say that even after that a large proportion of people are in denial.

An interesting and amusing twist on the real-world crazy conspiracy theories about Reptilians, the Grey, etc. controlling governments etc. could be to turn this line of reasoning inside-out: in the Whoniverse, the aliens are real but the conspiracy theorists, social network disinformation champions etc. dismiss this reality as hoaxes or governmental cover-ups of "something else" (e.g. the Daleks and the Cybermen as secret British, American or Russian or terrorist robotic weapons, the Sontarans as "juvenile delinquents in rubber suits" etc.).

It's made more complicated by UNIT actually having covered up several genuine alien invasions in the 1970s - Cybermen, Autons, etc. So the conspiracy theorists are right that there have been cover-ups, but wrong as to what has been covered up and why. Hey, yes! It seems so logical... (argh... we are beginning to sound like conspiracy theorists ourselves)

Having recently re-watched "Remembrance of the Daleks", I couldn't help but smile at the following dialogue - a perfect reference to our topic!
When Ace mentions that everybody knows that nothing apocalyptic happened in 1963, the Doctor replies:
"Do you remember the Zygon gambit with the Loch Ness Monster? Or the Yeti in the Underground? Your species has an amazing capacity for self-deception."
