while the adventure games provided us with Rutans i think that it would be nice to switch them with the Zygons imo

I haven't played the game.
We know that the Zygons were (probably) on Earth in the period, according tothe backstory of The Terror of the Zygons.
The could have plotted to eliminate the then government, presumably aiming to replace people and stage a take-over in the post-assassination chaos.
