Well from what we've seen the standard Nestene tactic involves infiltrating from space, influencing local life to make plastics, which the Nestene consciousness inhabits; there was IIRR quite a lot of discussion here about whether they could control all plastics or just a specific form (the 'polynesteme' the Master referred to in Terror). This there invasions would require a robust local chemical industry to produce the plastics, limiting them to the last century or so.
Though one might envisage a scenario where they make a 'polynestene' analogue from raw crude oil or natural rubbers which could push this back considerably. Petroleum seeps have been used for tens of thousands of years (is there something sinister in the La Brea Tar Pits?) and natural rubber was used around 3500 years ago for various objects. Autons created using such materials might be rather different to those depicted in the series; less humanlike and perhaps more akin to golems leading to more reliance on human agents, mind controlled, purchased, blackmailed or deceived. Likewise without electronics their energy weapons, relays, spatial portals et cetera, might be far more difficult to fabricate.
Alternatively how about a Victorial/Edwardian set scenario? The plastics industry is in it's infancy, in the period between 1850 and 1910 (Parkesine to Bakelite) so perhaps a Nestene probe influences someone to develop a suitable material for them? Replicating and replacing (say) Victoria and Albert, Alexander II, U. S. Grant, Bismarck? Or more likely someone close to them.
Here's an idea: when better to substitute the Auton duplicate for Albert Edward (either as Price of Wales or Edward VII) then when he's taking is leisure at his favourite establishment in Paris, Le Chabanais? Beware that link is mildly explicit.

No plastics for Autons unless the Nestene import them or do some substantial tech uplift. If you go with petroleum seeps, there's no real mining of such, then there are some in the UK (e.g. Cornwall) but exploitation is minimal, and more elsewhere (the Caribbean has several; for example Raleigh wrote an account of Pitch Lake on Trinidad in 1595).
The reign of Henry VIII I've always felt was ripe for some weird goings-on.
