I was thinking about the alternate universe Rose Tyler wound up in and the implication from that there are multiple ones out there besides E-space. It got me wondering where was the DR of that universe and by extension the other time lords? Did they never evolve, did he sacrifice himself in the time war, is he lurking on the clouds somewhere as the cybermen take over? What are your thoughts on alternate universe Dr's and timelords?

Peter Cushinng's Doctor Who could be one of them.

Dead perhaps? Or still on Gallifrey? Or retired elsewhere. Or had a different personality. If one assumes the extracanonical references to Gallifrey influencing the development of life throughout the universe are true then for humanity to exist the Time Lords mush have been around, once.

As seen from my thread on the Dalek Amicus films, I tend to presume that ‘Dr Who’ is merely an alternative universe version of the Doctor. (I must do some more work on that as soon as possible..) Naturally, he does not possess Gallifreyan technology so he wouldn’t be jumping to other universes any time soon.
Hard to say what his role in other universes might be. He could have crashed into an asteroid as soon as he left Gallifrey, killing him and Susan instantly. Murdered by the Master, imprisoned by the Time Lords at the end of the War Games, exiled to another planet instead of Earth etc.
Of course, I believe in one of them EU novels an alternate version of the Third Doctor is in charge of the fascist Britain from ‘Inferno’

I recall that don't know if its true as it doesn't really fit with the Brigadier's alternative reaction to him. Still possible and all sorts of interesting possibilities universes without the doctor or where he didn't achieve as much, took another path using the moment to destroy Gallifrey rather than the TARDIS and all incarnations to save it.

It was alluded to in Timewyrn: Revelation where Doctor7 recignised the face on the 'Big Brother' posters as one that he was offered at his trial. However it's not explicitly stated and is contradicted in other deuterocanonical material like Night of the Intelligence and The Face of the Enemy.
There are a few other Doctors mentioned in the EU: one of the comics had Doctor3 successfully negotiating an alliance between humans and Earth Reptiles, it featured a United Races Intelligence Command. In the novel Blood Heat Doctor3 was killed and the Silurians conquered the Earth. In So Vile A Sin several alternate Doctors (and Cwej's) appeared; one who'd saved Adric, another who'd had his brain fried on Sea Base 4, another who never went to (and died on) Androzani Minor. There were two alternates from The Two Doctors, one had his throat cut by Shockeye and one who saved Oscar Botcherby. There were two alternate Doctor7's; one saved Jan Rydd and the Travellers on Heaven in 2570 while another was actually beheaded by an Ice Warrior on Peladon. There was an alternate Doctor8 who settled down and married Grace in San Francisco.
Then there are the various Unbound Doctors...
ETA: there are a number of fan created alternates such as those below that might be inspiring.
1. An Alternate History of Doctor Who
Link. Pretty much what it says, this re-imagining sees Sydney Newman move to the USA and create Doctor Who for the US NET television network. Not a great deal of detail but I like the idea of Nathan Fillion as the Doctor. Oh and Firefly was revived too.
2. Who could've been Who?
Link. A look at the actors who almost made it to the role.
3. The Yankee Doctor
Link. What if NET had licensed Doctor Who in 1964, as an educational TV programme in the spirit of the BBC original? This re-imagining has two parallel series of Doctor Who, UK and US, with a variety of different actors in the role (including Darren McGavin, Bernard Cribbens, Robin Williams, Ron Moody and Ross Martin) plus some interesting companion roles.
This also triggers some changes in pop culture and science fiction in general (including ST-TNG been cancelled early, Ghostbusters becoming a successful TV series and ST-Voyager being good).
Gaming wise this is very content rich, plenty of adventure ideas from the write-ups and characters. Statting up some them would be an interest project for someone...
4. Nelvana's Doctor Who.
Link. What if the Toronto based animation company Nelvana Productions had gotten a license to produce an animated version of Doctor Who? DValdron has some ideas how Who would have progressed without the limitations of 1970's special effects budgets.
5. Who's The Doctor?
Link. Another AH.com poster, ADv, imagines what the series would have been like if Tom Baker stormed off after The Armageddon Factor. Once you get past the casting of John Denver it gets interesting.
6. The Other 11 Doctors.
Link. Well thereviewer is working on something like this, but over at scifind Alasdair Stuart has a version of Who where the role was always played by a woman.
Personally I think that Margaret Rutherford would make a better First Doctor though. But Sue Perkins is an excellent choice, even if her relationship with Rose would probably have been huge tabloid fodder in the UK.
7. The Ribos Divergence - an Alternate Fifth Doctor
Link. Another Tom Baker quits early concept, this time at the beginning of the Key to Tim arc, where he's replaced by Richard Griffiths. Brief and moribund.

The Yankee Doctor certainly is an interesting one. I rather like some of the story ideas even if they are only brief synopsises.
